About This Position
The City of Beaverton is seeking an experienced court or legal administrator and leader of people to manage the administrative operation of the city’s Municipal Court.
The Beaverton Municipal Court is one of the largest municipal courts in the state of Oregon, processing approximately 3,000 misdemeanor cases and 60,000 violations each year. The Beaverton Municipal Court also processes parking citations, code enforcement and city code violations, and the occasional wedding. In addition, the court hosts two specialty court programs: B-SOBR, which assists repeat Driving Under the Influence of Intoxicants (DUII) offenders to recover from alcohol and drug addictions; and the Behavioral Health Court, which provides opportunities for people with mental illness to stabilize and engage in treatment, which may result in the dismissal of their case if successful.
The Court Administrator is responsible for leading a team of dedicated court staff and ensuring that court operations comply with legal requirements and meet the needs of all customers. The Administrator also oversees a four-million-dollar budget, including grant funding, as well as supervising multiple contracts with vendors. The successful candidate should have supervisory experience, ideally in a union environment, and experience leading teams through change and process improvements. The ideal candidate finds satisfaction collaborating with multiple stakeholders with diverse interests and priorities. Legal or courtroom experience is optimal.

Manage employees: Supervise and guide employees to meet city goals. Handle hiring, training, and performance reviews. Address employee concerns and enforce disciplinary processes.
Oversee Court operations: Manage court functions, ensuring compliance with regulations. Develop plans, set standards, and improve performance. Maintain court calendars and implement changes.
Customer service: Establish and promote high standards for internal and external customer service. Model exceptional service, and train staff to uphold customer service standards, working creatively to solve customer issues in positive ways.
Collaboration: Work with the Presiding Judge to implement court procedures and legal changes. Foster community partnerships for improved justice initiatives.
Community engagement: Establish partnerships with local businesses and officials. Develop programs to enhance justice systems and services. Provide leadership in justice-related initiatives.
Facilities and security: Address facility issues and ensure court security in collaboration with the city.
Technology management: Manage court case system and plan for technology updates. Integrate new tools and multimedia resources.
Reporting: Develop accurate court statistics reports to track performance.
Project leadership: Lead or participate in projects that enhance court operations.
Interdepartmental coordination: Coordinate with various government bodies, Judiciary members, legal professionals, and city departments.
Contract management: Contract individuals for required court services. Approve payments to contractors and consultants.
Budget management: Prepare, recommend, and manage the budget. Monitor expenses, authorize purchases, and engage in the city's budget process.
Records management: Adhere to policies for proper records management.
Act with respect and integrity, promote, and support diversity and inclusion in the workplace.
Minimum qualifications:
- Bachelor’s degree in business, public administration, or a related field, and
- Five years’ experience in a public safety, justice, legal, or court setting, including
- Three years’ experience in a supervisory role; or
- An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.
- Law Enforcement Data System (LEDS) certification required within 30 days of hire.
- Ability to pass reference checks and education verification, and satisfy the requirements of a background check, including Criminal Justice Information Services (CJIS) fingerprints.
- Ability to satisfy the requirements of a pre-employment drug screen.

Salary range: $9,621.71 - $12,894.88 monthly
Starting rate will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position within the posted wage range.
