Job Description:
The Spectrum & SATCOM Operations Analyst supports Joint Task Force-level communications operations through the creation, management, and dissemination of communications and electronics operating instruction documentation. The analyst conducts global spectrum management, supports satellite communications planning, and ensures compliance with national and international spectrum regulations. This role requires expertise in spectrum management tools, SATCOM coordination processes, interference reporting, and frequency assignment workflows across DoD and multinational partners. The analyst will interface frequently with Joint Staff, U.S. Strategic Command, United States Cyber Command, Geographic Combatant Commands, and installation spectrum managers.
Responsibilities:
• Create communications and electronics operating instruction documents (JCEOI) for Joint Task Force operations.
• Manage global frequency assignments from HF to EHF bands using Spectrum XXI, government master files, and international telecommunications systems.
• Coordinate ultra-high frequency (UHF) tactical satellite allocations with Joint Staff, USSTRATCOM, USCYBERCOM, and Geographic Combatant Commands.
• Review spectrum certifications to ensure adequacy and accuracy for operational needs.
• Generate, submit, validate, and track frequency assignment requests in Spectrum XXI and other DoD spectrum databases.
• Coordinate frequency assignment requests with installation spectrum managers, geographic component commanders, federal/non-federal users, and foreign partners.
• Maintain technical knowledge of NTIA Manual procedures governing federal frequency management.
SATCOM Management & Support
• Perform duties as the Global Broadcast System (GBS) Theater Injection Manager, creating transmission programs, missions, and receive-system configurations.
• Generate, submit, validate, and track Satellite Access Requests (SAR) and Gateway Access Requests (GAR) through JIST and JSPB databases.
• Provide SATCOM technical assistance to Joint Activity Spectrum Branch stakeholders.
• Report and track electromagnetic interference (EMI) incidents using the Joint Spectrum Interference Response Online database.
Technical Support, Documentation & Analysis
• Generate, process, and track electronic attack requests and required spectrum analysis to national-level agencies.
• Utilize Stepstone to capture data for spectrum-dependent equipment supporting certification and supportability processes, including completing DD-1494 applications.
• Manage, maintain, update, and distribute Joint Communication-Electronics Operating Instructions (JCEOI).
• Update and distribute Joint Restricted Frequency Lists (JRFL).
Security Requirements:
• Must have active Top Secret/SCI clearance.
Physical Demands:
• Ability to lift over 35 lbs.
Work Environment:
• Work environment may include administrative office settings or deployed combat zone environments.
Education & Experience Requirements:
• BA/BS degree or equivalent combination of education and experience.
• 8 years of relevant spectrum, SATCOM, or communications operations experience.

The likely salary range for this position is $101,546 - $115,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
