Position Overview

MSLLC is seeking a qualified Project Controls Specialist to support the U.S. Army Corps of Engineers (USACE) Mobile.

The Project Controls Specialist will assist the government in tracking and monitoring overall project costs, supporting the project management team with monthly tracking, maintenance, and reporting of project-related data. This work helps the District maintain awareness of project spending and promotes positive performance in alignment with USACE metrics and reporting requirements.

This position will also perform project controls and analysis services for the Project Management Automated Information System (P2) and related systems, ensuring accurate data integration and reporting.

In addition to providing direct project controls support, the Project Controls Specialist will serve as the on-site Project Controls Team Lead, providing day-to-day leadership,

coordination, and oversight of a small team of project controls professionals. The Team Lead will ensure consistent execution of project-related work by the team, support team development, establish priorities and load balancing, provide coaching and feedback, conduct team member performance reviews, and serve as the primary interface between the client on site and MSLLC leadership for the team efforts performed at the site.

Key Responsibilities:

· Conduct project updates in Primavera Project Manager/P6 Web, ensuring data integration with the Corps of Engineers Financial Management System (CEFMS) and Resident Management System (RMS).

· Add new projects to the PROMIS database and maintain data in accordance with HQ, Division, and District guidance.

· Ensure project changes and updates are completed in a timely manner for Project Review Board (PRB), Command Management Review (CMR), Directorate Management Review (DMR), or other USACE-required presentations.

· Support the maintenance, validation, and reporting of project data within PROMIS and related systems.

· Develop and analyze integrated project cost and schedule data, including budget and expenditure tracking, variance analysis, forecasting, baseline comparison, and performance measurement, to support project managers in evaluating project status and anticipated outcomes.

· Monitor project deliverables, commitments, expenditures, and cost/schedule performance against approved baselines and forecasts; identify significant variances and support development of corrective actions and updated forecasts.

· Prepare and present reports to communicate cost and schedule status.

· Develop reports and visualization tools to assist management with program management. This includes but is not limited to the development of data queries, reports and visualizations that provide project and program governance and management.

· Ensure compliance with internal procedures, contractual specifications, and government regulations.

· Assign, prioritize, and monitor team workloads to ensure timely completion of project controls deliverables and reporting requirements.

· Review and validate teamwork products for accuracy, consistency, and compliance with established project controls standards and government requirements.

· Support team management and collaborate strategically with the Program Manager, including coaching team members, providing performance feedback, and conducting team member performance reviews.

· Foster a collaborative, high-performance work environment focused on accountability, continuous improvement, and client satisfaction.

Required Qualifications:

· Bachelor’s degree in Engineering, Construction Management, or a related field.

· Minimum of 4 years of relevant project controls experience, including progressively responsible experience; 8+ years preferred.

· Proficiency with Primavera P6, including independent schedule maintenance and analysis, schedule quality review, critical path and variance analysis, troubleshooting, forecasting, and review of project schedules and scheduler work products.

· Demonstrated competency in cost controls, including budget and expenditure tracking, cost/schedule integration, variance analysis, forecasting, baseline management, and performance measurement.

· Knowledge of Earned Value Management System (EVMS) principles and performance measures, including CPI/SPI and Estimate at Completion/Estimate to Complete concepts.

· Proficiency with Microsoft Excel and other Microsoft Office applications, including the ability to organize, analyze, and present project data.

· Strong analytical, communication, and teamwork skills with the ability to collaborate effectively across teams.

· High emotional intelligence with the ability to build relationships and foster a continuous improvement environment.

· Strong leadership, relationship management, and stakeholder engagement skills, with experience serving as a client-facing representative and coordinating project controls activities across multiple projects or programs.

· Demonstrated experience leading, coordinating, reviewing, or mentoring the work of project controls professionals, including assigning work, providing feedback, and supporting employee performance management.

· Ability to successfully complete any required background investigation and pre-employment screening consistent with federal contract requirements.

Preferred Qualifications:

· Prior government project controls experience.

· PMP, PMI-SP, AACE PSP/CCP, or similar project management/project controls certification.

· Experience with USACE project controls processes and systems, including PROMIS/P2 and related project review and reporting processes.

· Knowledge of visualization tools such as Power BI and Qlik Sense.

Work Authorization
U.S. Citizenship required due to federal contract requirements.

Working Conditions
This position is primarily performed in an office environment. Employees will be required to use a computer and other office equipment for extended periods.
