Job Description
The City of Sandy Springs is investing in the people, systems, and leadership needed to deliver transportation capital projects from plan to ribbon-cutting—on time, on budget, and with lasting value for the community.
We are seeking a driven, solutions-focused TSPLOST Project Delivery Unit Manager to lead the City’s Project Delivery Unit and advance a dynamic Public Works capital program. This is a hands-on leadership opportunity for someone who views a stalled project as a challenge to solve—not simply a status to report.
As the Project Delivery Unit Manager, you will lead staff, consultants, and right-of-way activities across the full project life cycle: early planning, design, procurement, property acquisition, construction, closeout, and public reporting. You will establish strong project-controls practices, improve delivery systems, manage risks before they become barriers, and keep high-visibility infrastructure projects moving forward.
If you are an experienced capital-delivery leader who can bring people, processes, data, and technology together to produce results, we invite you to apply.
Essential Duties and Responsibilities- Lead, coach, assign, and evaluate Project Delivery Unit staff; manage consultant resources; and build a culture of ownership, accountability, and follow-through.
- Coordinate the planning and delivery of the City’s capital project portfolio with project management staff, consultants, internal departments, external agencies, and community stakeholders.
- Develop and maintain integrated master schedules and project-level schedules using Oracle Primavera P6 and the Trimble Unity Construct Schedule module.
- Establish schedule standards and lead critical-path analysis, milestone tracking, recovery planning, schedule-risk analysis, and schedule-performance reporting.
- Serve as the department’s subject-matter expert and administrator for Trimble Unity Construct (formerly e-Builder), including system configuration, workflow design, user access, training, reporting, document controls, data quality, and process integration.
- Establish and administer project-control processes that keep projects aligned with approved scope, schedules, budgets, funding requirements, procurement strategies, and delivery commitments.
- Review, recommend, and manage approval processes for changes to project scope, schedule, budget, procurement strategy, and project authorization documents.
- Directly supervise right-of-way staff, including workload management, performance evaluation, professional development, and coordination with project teams.
- Maintain a current, actionable view of the City’s capital portfolio and prepare clear executive, management, City Council, and public-facing reports.
- Communicate project status, performance measures, risks, issues, decisions needed, and recommended corrective actions to leadership and stakeholders.
- Establish practical risk-management practices; identify and escalate material delivery risks early; and personally lead mitigation and recovery efforts for off-track projects through resolution.
- Identify opportunities to improve project-delivery tools, systems, workflows, and practices—and lead implementation without waiting for direction.
- Support rotational on-call responsibilities and Emergency Operations Center activities, as assigned.
- Perform other related duties as assigned.
- Bachelor’s degree in civil engineering, construction management, planning, project management, or a closely related field.
- Seven (7) years of progressively responsible experience in public works, capital project delivery, engineering, construction, project controls, or a related discipline.
- At least three (3) years of supervisory experience.
- Project Management Professional (PMP) certification, or the ability to obtain and maintain PMP certification within two (2) years of hire.
- Demonstrated working knowledge of Trimble Unity Construct (formerly e-Builder), or a comparable capital program management system, including project controls, workflow administration, scheduling, reporting, document management, and user support.
- Valid Georgia driver’s license.
- An equivalent combination of education, training, certifications, and experience that provides the required knowledge, skills, and abilities may be considered.
- Professional licensure or accreditation such as Professional Engineer (PE), American Institute of Certified Planners (AICP), Registered Architect (RA/AIA), Certified Construction Manager (CCM), or a comparable credential.
- Planning and Scheduling Professional (PSP) certification.
- Experience delivering locally administered, federally assisted, or state-funded transportation and public infrastructure projects.
- Experience with transportation capital improvement program development, public procurement, construction contract administration, right-of-way acquisition, utility coordination, and grant-funded project controls.
- Experience with the Georgia Department of Transportation (GDOT) Plan Development Process or a similar capital project delivery system.
- Experience coordinating schedules with state agencies, consultants, utility providers, and other external partners.
- Experience developing executive dashboards, portfolio reports, and data-informed performance measures for a municipal capital program.
- A demonstrated record of establishing new processes, systems, or teams and delivering sustainable results.
The successful candidate will demonstrate:
- Strong knowledge of municipal public works operations, capital project delivery methods, design and construction practices, and project governance.
- Expertise in scheduling, critical-path methodology, budget forecasting, progress measurement, change control, risk management, and project closeout.
- Familiarity with applicable City policies and state and federal funding, procurement, environmental, right-of-way, and records requirements.
- Ability to analyze complex schedule, financial, project, and risk data; identify dependencies and variances; and provide clear, practical recommendations for decision-makers.
- Ability to prepare and deliver reports, correspondence, presentations, schedules, dashboards, spreadsheets, and database records using modern office and project-management tools.
- Proven ability to lead cross-functional teams, resolve conflicts, negotiate priorities, and exercise sound judgment in high-visibility and time-sensitive situations.
- A proactive, persistent approach to overcoming setbacks, ambiguity, and competing priorities.
- Strong written and verbal communication skills, with the ability to engage effectively with staff, elected officials, agency partners, consultants, and the public.
- The ability to quickly learn, adopt, and champion technology across the department.
- A practical leadership style that creates accountability while minimizing unnecessary administrative burden.
