Public Works and Utilities Senior Consultant

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Public Works and Utilities Senior Consultant based in United States.

This is a senior consulting role supporting local governments and utility agencies across the country.
You’ll help public-sector organizations improve business processes, organizational effectiveness, technology strategies, and service delivery.
The work spans organizational assessments, strategic planning, software evaluations, system implementations, and operational improvement initiatives.
You’ll act as a trusted advisor, bringing practical knowledge of public works and utility operations to complex client challenges.
The role combines project leadership, client relationship management, team coordination, and business development in a collaborative consulting environment.
You’ll work with stakeholders at multiple levels, translating business needs into practical recommendations and measurable outcomes.
This is a fully remote position with nationwide client engagement and anticipated travel of up to 50% to client sites.

Accountabilities
  • Lead and support client engagements, ensuring projects are delivered on time, within scope, and within budget.
  • Assign, coordinate, and oversee internal team members responsible for project deliverables and client outcomes.
  • Support business process improvement, organizational assessments, strategic planning, software system assessments and selections, and technology implementation initiatives.
  • Help clients evaluate and improve operational models, service delivery, staffing structures, business processes, and supporting systems.
  • Document client decisions and recommendations within established project governance and decision-making frameworks.
  • Coordinate internal and client-side assignments in accordance with project plans, timelines, and priorities.
  • Provide regular project updates to clients, team members, and other stakeholders, including facilitating and leading client meetings.
  • Build trusted relationships with local government and utility leaders by understanding their operational priorities, challenges, and strategic objectives.
  • Identify project risks and proactively manage issues to maintain quality, momentum, and successful delivery.
  • Contribute to business development and marketing activities, including industry conferences, professional groups, prospective client meetings, and thought leadership content.
  • Review Requests for Proposals (RFPs) and collaborate with proposal teams to develop compelling and relevant responses.
  • Contribute insights and subject-matter expertise to strengthen consulting methodologies, client solutions, and broader practice development.
Requirements
  • Bachelor’s degree in Business Administration, Public Administration, Engineering, Political Science, Computer Science, or a related discipline.
  • 7–10 years of professional experience working with local governments or utility agencies in management, leadership, or similarly responsible roles.
  • Demonstrated knowledge of public-sector policies, procedures, budgeting, personnel and staffing, business operations, and service delivery.
  • Experience with public works or utilities environments, including familiarity with relevant business and technology systems.
  • Exposure to systems such as enterprise asset management, work order management, customer information systems, geographic information systems, capital improvement planning, or project management platforms.
  • Proven project management capabilities, including the ability to coordinate teams, manage deliverables, monitor budgets and timelines, and proactively resolve challenges.
  • Strong organizational and self-management skills, with the ability to manage multiple priorities and work independently in a remote consulting environment.
  • Excellent written, verbal, presentation, and interpersonal communication skills.
  • Strong leadership capabilities and the ability to collaborate effectively with clients, internal teams, and senior stakeholders.
  • Business acumen and a practical understanding of public works and utility service delivery are highly valued.
  • Ability to establish credibility and serve as a trusted advisor to public-sector clients.
  • Willingness and ability to travel to client locations, with travel of up to 50% anticipated.
  • An advanced or graduate degree in Business Administration or Public Administration is preferred.
  • PMP, CAPM, organizational change management, or a comparable professional certification is preferred.
Benefits
  • Targeted base salary range of $90,000–$115,000, with final compensation based on experience, education, seniority, travel requirements, qualifications, and other relevant factors.
