This role is a highly specialized consulting and delivery position focused on modernizing federal Travel & Expense (T&E) systems and enabling large-scale migration from legacy platforms to next-generation solutions. You will act as a key Subject Matter Expert supporting federal agencies through complex transformation programs involving policy compliance, system integration, and enterprise travel modernization initiatives. The position requires deep functional and technical expertise in federal travel regulations, combined with strong business analysis skills to translate requirements into scalable system solutions. You will collaborate with government stakeholders, vendors, and internal teams to ensure seamless implementation, testing, and adoption of new capabilities. This is a mission-critical role within a fast-paced, highly regulated environment where accuracy, compliance, and stakeholder alignment are essential. You will also play a central role in improving processes, reducing system friction, and enabling more efficient federal travel operations.

Accountabilities:

In this role, you will serve as a functional and technical expert supporting federal Travel & Expense transformation programs, with responsibility spanning analysis, implementation, testing, and stakeholder engagement.

  • Act as a Subject Matter Expert in Federal Travel Regulations (FTR), travel policy compliance, and federal T&E systems.
  • Support migration from legacy platforms (such as ETS2, GovTrip, or ConcurGov) to ETSNext solutions.
  • Analyze existing travel processes and map them to modern system capabilities and configurations.
  • Define business and technical requirements, ensuring traceability and alignment with federal standards.
  • Lead and support testing activities including SIT, UAT, and parallel testing for system validation.
  • Collaborate with GSA, agency stakeholders, and vendors to ensure successful integration and data migration.
  • Develop migration strategies, implementation plans, documentation, and training materials.
  • Support issue resolution, troubleshooting, and continuous improvement efforts across travel systems.
Requirements:

This role requires a seasoned business analyst with strong federal travel systems expertise and a proven ability to support complex system migrations and modernization initiatives.

  • 6+ years of experience in business analysis, digital transformation, or travel systems environments (commercial or federal).
  • 5+ years of experience working with federal travel platforms such as ETS2, GovTrip, or ConcurGov.
  • Strong knowledge of Federal Travel Regulations (FTR) and government travel policy frameworks.
  • Experience supporting system migration, integration, configuration, and implementation projects.
  • Familiarity with travel booking systems, including GDS, mid-office systems, and non-GDS integrations.
  • Strong experience with requirements documentation, traceability tools, and Agile or hybrid methodologies.
  • Excellent analytical, problem-solving, and communication skills with the ability to translate technical concepts for business users.
  • Bachelor’s degree required; PMP, SAFe, CSM, or ITIL certifications preferred.
  • Must be a U.S. citizen.
