Position Summary:
Talantage is seeking a Division Manager, Licensing to lead a high-impact team responsible for business and individual licensing, as well as the administration of specialized taxes and fees. This role provides managerial oversight, strategic direction, and operational leadership to ensure compliance with federal, state, and local regulations while delivering quality public service.

Essential Functions
- Manage the issuance of a variety of licenses required for businesses and individuals.
- Oversee the administration and collection of specialized taxes and fees, including hotel/motel room sales tax, utilities gross receipts tax, and false alarm charges.
- Develop, interpret, and implement processes, regulations, and guidelines to ensure compliance with federal, state, and local tax codes.
- Lead continuous quality improvement efforts to enhance operational efficiency and service delivery.
- Draft legislation to improve licensing operations and the collection of specialized taxes and fees.
- Develop and manage the division's budget, ensuring compliance with all budgetary guidelines and proper maintenance of expense accounts.
- Provide leadership, direction, and guidance to staff, including performance management and professional development.
- Perform other duties as required or assigned.
- Bachelor's Degree or equivalent required
(Preference may be given to candidates with a Master's Degree.) - Minimum of six (6) years of professional experience in tax collection.
- Employees must remain current in the payment of their personal and real property taxes, regardless of residence.
- Experience in the public sector
- Background in policy development and regulatory interpretation
- Experience with project management and technology implementation
- Strong public communication and stakeholder engagement skills
