The Program Manager (PM) will lead and oversee execution of the Navy Medicine Improvement Sciences Program, providing strategic direction and operational oversight across Continuous Process Improvement (CPI), Project Management (PM), and Knowledge Management (KM) initiatives.
This role is responsible for managing the full lifecycle of complex, multi-site programs supporting the Bureau of Medicine and Surgery (BUMED) and subordinate commands, ensuring alignment with mission priorities to enhance medical readiness, operational efficiency, and decision-making capabilities.
Key ResponsibilitiesProgram & Portfolio Management
- Lead execution of enterprise-wide project portfolios across BUMED, NMFP, NMFL, and NMFDC
- Establish and standardize project and portfolio management frameworks, processes, and governance models
- Oversee project lifecycle activities from initiation through implementation and sustainment
- Develop and manage KPIs, metrics, and performance tracking systems
- Ensure alignment with PMI best practices and organizational standards
- Serve as the primary interface with Government stakeholders including COR and senior leadership
- Provide strategic guidance to improve operational efficiency, quality, and mission effectiveness
- Lead cross-functional teams supporting Lean Six Sigma, project execution, and knowledge management initiatives
- Drive adoption of standardized methodologies, templates, SOPs, and governance structures
- Oversee implementation of Lean Six Sigma (LSS) and Get Real Get Better (GRGB) methodologies
- Ensure execution of process improvement initiatives using frameworks such as:
- DMAIC (Define, Measure, Analyze, Improve, Control)
- DMADV (Define, Measure, Analyze, Design, Verify)
- Rapid Improvement Events (RIEs)
- Guide teams in identifying inefficiencies, optimizing workflows, and improving performance outcomes
- Oversee development and implementation of knowledge management strategies and tools
- Ensure integration and optimization of systems such as SharePoint and portfolio management tools
- Support automation of processes and improvement of data-driven decision-making
- Deliver monthly and weekly status reports to Government stakeholders including:
- Program status, risks, and issues
- Financial performance and staffing
- Accomplishments and upcoming activities
- Manage contract performance in alignment with Quality Assurance Surveillance Plan (QASP) standards
- Ensure deliverables meet timeliness, quality, and accuracy requirements (>95% standard)
- Lead training initiatives on project management methodologies and tools
- Provide mentorship and oversight to project teams and improvement practitioners
- Foster a culture of continuous improvement across Navy Medicine organizations
- Develop and execute transition plans to ensure seamless knowledge transfer to Government personnel
- Ensure delivery of all required documentation, training, and system knowledge for sustainment
- Bachelor’s degree in Computer Science, Information Systems, Business, Engineering, or related field
- Project Management Professional (PMP) certification (required)
- Minimum 7+ years of relevant experience post-PMP certification
- Demonstrated experience managing complex, multi-site programs and project portfolios
- Strong knowledge of:
- Project and portfolio management methodologies (PMI)
- Lean Six Sigma / process improvement frameworks
- DoD/Navy operational environments
Preferred Qualifications
- Experience supporting DoD, Navy Medicine, or healthcare systems
- Lean Six Sigma certification (Green Belt, Black Belt, or Master Black Belt)
- Experience with Power BI, MS Project, SharePoint, and enterprise reporting tools
Work Environment & Travel
- Hybrid work structure: 60% on-site / 40% remote
- Locations include:
- Falls Church, VA (BUMED HQ)
- San Diego, CA
- Portsmouth, VA
- San Antonio, TX
- Travel may be required (CONUS/OCONUS) to support program initiatives
