About This Position
The Manager of Title IV is a leadership role responsible for ensuring the efficient, compliant, and effective administration of federal student aid programs within an institution. This position oversees the daily operations of Title IV programs, State Grants, and Private Loans.
Key responsibilities include tracking fund allocations, managing disbursements, and supervising staff involved in financial aid processes. The manager will lead projects for the Title IV Compliance team, manage personnel, provide internal and external training, and maintain the operational calendar.
This role is essential for enhancing student communication and engagement with external partners. The manager will update policies and procedures, as well as monitor various projects, initiatives, and technologies within the Office of Financial Aid and Scholarships (OFAS).
In collaboration with OFAS leadership, staff, and other campus partners, the manager provides critical support to students. The position requires interpreting new legislation, training staff, and ensuring seamless financial aid processes across various departments, including:

- Manages financial aid policies, processes, and compliance activities to ensure adherence to federal regulations and institutional requirements
- Manages the activities of assigned scholarship and outreach programs to maintain compliance with local, state, and federal regulations
- Manages all aspects of administration, award disbursement, and auditing of Title IV funds. Oversees all disbursement of other types of student financial aid programs including private educational loans and state government aid.
- Leads the development, implementation, and oversight of college policies, procedures, and processes related to the delivery of student financial aid.
- Serves as a designated Deputy Aid Administrator, including establishing new employee access to federal systems and ensuring appropriate federal compliance certifications are met
- Evaluates, documents, and improves financial aid processes and systems by performing quality assurance, identifying operational gaps, and recommending enhancements to support compliance and efficiency.
- Resolves complex student financial aid concerns and works with internal departments to improve service delivery and student experience across the financial aid lifecycle.
- Engages community partners and relevant College offices to coordinate financial aid–related partnerships, ensuring agreements are current and contractual obligations are met.
- Maintains and coordinates communication plans and operational calendars to support timely and accurate financial aid processes throughout the student lifecycle.
- Manages and oversees business processes and information systems for multiple student financial aid programs to ensure compliance is met with reporting and timelines.
- Provides technical expertise for financial aid–related systems and platforms; oversees system updates, testing, and validation; and participates in projects involving new or upgraded technologies to ensure alignment with operational and compliance requirements.
- Hires, assigns, and evaluates staff; oversees professional development activities; provides training and coaching to ensure personnel maintain required certifications, qualifications, data-use competencies, and current knowledge in the field.
- Assesses and interprets financial aid data to evaluate operations, identify trends, and recommend improvements that support compliance and efficiency.
- Communicates and cooperates with internal and external stakeholders and prepares data-driven reports, analysis, and recommendations for
- College leadership and internal and external auditors.
- Coordinates all aspects of the Higher Learning Commission Federal Compliance filing.
- Performs all other duties and responsibilities as assigned or directed by the supervisor
- Bachelor’s degree in a related field of study and
- Three to five years of related experience in Title IV, Scholarship, or Grant Administration or an employment-related area and
- One to Three years of supervisory experience and
- Valid Arizona driver license
or
- An equivalent combination of certification, education and experience sufficient to successfully perform the essential duties of the job such as those listed above
Preferred:
- Master’s degree in related field of study preferred
- Five plus years of related experience
Additional Information:
- Annual conduct and conflict of interest acknowledgment required for Federal Student Aid databases clearance, such as the US Citizenship and Immigration Services – SAVE system, and the Office of Federal Student Aid – FAFSA Processing System (FPS), EdConnect/SAIG/FTI mailbox, National Student Loan Database System (NSLDS) and US Department of Education - Common Origination and Disbursement (COD)
- Must be able to meet federal accessibility standards to access and update federal databases; cannot be in federal student loan default or overpayment
- Knowledge of regulatory compliance principles and practices.

- Knowledge of managerial and supervisory skills.
