About This Position
Under the general guidance of the Director of Public Works, the Public Works Administrator serves as the central intelligence and performance strategist for the Public Works Administrative Division. The purpose of this position is to serve as the department’s lead administrative analyst by coordinating performance, financial, operational, and asset data across all Public Works divisions to support transparency, accountability, and alignment with the department’s strategic goals and objectives. This position performs advanced administrative and professional work, transforming complex departmental data into actionable insights that strengthen the department’s ability to support decision-making through measurable outcomes.
Bachelor’s degree in Public Administration, Business Administration, Finance, Engineering, Data Analytics, or a related field required; Master’s degree preferred. Five (5) years of experience in analytical performance management, preferably within local government, infrastructure, utilities, engineering, or public works environments; or an equivalent combination of education, training, and experience.
Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving.
- Develops and maintains departmental Key Performance Indicators (KPIs) to ensure divisional activities align with adopted strategic, operational, and business priorities.
- Supports department managers and divisional analysts within Public Works, ensuring consistency in reporting methodologies and performance measurement.
- Provides executive-level dashboards, reports, and briefing materials to support leadership decision-making.
- Conducts monthly contract and account performance reviews to evaluate operations and identify opportunities to optimize return on investment.
- Enhances collaboration between executive administration, department management, and Finance and Budget to support financial strategy and resource allocation.
- Assist with departmental long-range financial planning and operational forecasting.
- Operates as the primary administrator for work order and asset management software.
- Supports the maintenance and operation of Geographic Information Systems (GIS).
- Assists the Public Works Director in developing division-level master plans aligned with the broader departmental vision.
- Supports the development of multi-year operational roadmaps.
- Supports executive administration in designing frameworks for employee recognition programs, workforce development plans, and organizational improvement initiatives.
- Monitors, renews, and coordinates payments for environmental licenses and permits to maintain compliance with regulatory agencies.
- Contributes to defining project scopes in preparation for the annual operating and capital budgets.
- Develops initiative-writing guidelines and evaluation checklists to improve budget request quality.
- Analyzes proposed initiatives for strategic alignment and measurable outcomes to support divisions in justifying funding requests.
- Applies creative and analytical thinking to address complex operational challenges and support cross-divisional improvement initiatives.
- Researches best practices from high-performing public works agencies and recommend implementation strategies.
- Builds tools, models, and business processes to improve organizational clarity and efficiency.
- Supports Emergency Operations Center (EOC) analytics during activation.
- Provides contract administration support to the Public Works Director.
- Leads high-priority projects on behalf of the Public Works Director, as needed.
