Position Overview

The Regional Maintenance Manager provides direct management and supervision to personnel involved in the maintenance and repair of buildings and equipment for the HACLA portfolio and others. To include the care and cleaning of buildings and grounds; the operation of heating, air conditioning, and ventilating systems; plumbing and electrical systems; roofing.

  • Work Arrangement: Remote position with travel to various properties throughout the Greater Los Angeles, CA area as needed.

Key Responsibilities
  • Provide facilities and operational input on major/minor capital projects, remodel-improvement projects.
  • Assist Regional Property Manager in the hiring, managing, training and coaching of all maintenance department staff at the Housing Authority of the City of Los Angeles (HACLA) properties.
  • Reviewing all work orders for the HACLA properties by ensuring that all requests are completed on a first in, first out basis, except in the case of an emergency. Also review that all work orders for HACLA properties are completed within 48 hours of submittal unless delayed due to a back order of a necessary part/fixture. Review of HACLA work orders based upon key categories to review expense and vendor control.
  • Assist Maintenance Director with Implementation and supervision of Preventative Maintenance programs.
  • Establishes and monitors preventative maintenance processes and programs and facility inspection processes for on-going review of maintenance work by agencies having jurisdiction.
  • Administers procurement and fiscal management activities associated with building and grounds maintenance activities, which may include: NSPIRE, RFPs, and contracts for custodial, grounds and maintenance related work to acquire trades and professional assistance; monitoring spending on project and cost account basis; recommending and implementing corrective spending plans; reviewing and authorizing purchase orders; administering contracts; obtaining price quotes and bids; purchasing and approving employee purchases; ensuring compliance with college and public purchasing rules; and/ or, performing other related activities.
  • Must be available to after-hour issues as needed regarding the operational aspects of the facilities such as HVAC issues, fire alarm malfunctions, electrical outages, water leaks, etc.
  • Monitors the safety and accessibility of all HACLA facilities. Serves as the point of contact for the department for code (e.g. ADA, Fire Life Safety) compliance issues, accessibility improvement projects, and/or other code related issues.
  • Updates and maintains list of facilities assets equipment, including lifecycle and replacement costs.
  • Monitors and oversees the work of external contractors to ensure terms of agreements are met and work is completed satisfactorily. Review with Maintenance Director regularly.
  • Participates in the development and administration of grounds and building maintenance budget; coordinates the allocation of resources following budget approval; recommends approval of expenditures.
  • Serves as a liaison with other departments within the WSH Management resources, projects, and/or services.
  • Positions in this classification may perform all or some of the responsibilities above and all positions perform other related duties as assigned.

  • Implementation and supervision of Preventative Maintenance program.
  • Adhere to all Cal-OSHA Safety requirements and the property IIPP Manual.
  • Satisfactorily complete all company provided training.
  • Review all preventative maintenance schedules provided by HACLA properties to include; changing HVAC filters, cleaning gutters, inspecting for leaks and replacing all necessary lighting both exterior and interior.
  • Review property safety inspection reports for HACLA portfolio and others.
  • Supervise turnover of apartments to review such items as maintenance, repair, or renovation and obtains bids for additional work from outside contractors. Recommend any process improvements or company standards to Regional Property Manager.
  • Assist site property maintenance / manager in contracting outside vendor work to be completed including but not limited to who the vendor is, what they will be doing and when they will be on the property.
  • Review/maintain records of HACLA properties maintenance supplies, machinery, equipment, and furniture.
  • Review/maintain Uniform Physical Inspection Standards for HUD Housing Programs
  • Review/maintain for HUD NSPIRE Inspections.
  • Knowledge of the HUD CNA (Capital Needs Assessment) tool and risk assessment experience.


Qualifications
  • High School Diploma or equivalent.
  • Seven years progressively responsible, apartment maintenance, professional custodial, grounds, and / or maintenance experience, including four years of supervisory experience.
  • Must have a valid Driver's License, reliable transportation and maintain auto insurance coverage as your position may require some driving.
  • Must possess strong attention to detail.
  • Demonstrate an ability to support and contribute to community team.
  • Strong command of the English language, including proper grammar, spelling, and sentence structure.
  • Thorough understanding of the English language and ability to communicate effectively with others.
  • Strong writing and proofreading skills.
  • Competence in operation of telephone, business calculator, copy machine, facsimile, personal computer/keyboard, Microsoft Office including Word, Excel and MS Outlook and community software.
  • Must have experience / knowledge of HACLA, and what maintenance requirements are required.
  • Must have strong knowledge of Uniform Physical Inspection Standards for HUD Housing Programs.
  • Must have experience preparing for HUD NSPIRE Inspections.
  • Knowledge of the HUD CNA (Capital Needs Assessment) tool and risk assessment experience.
