Program Coordinator – Group Supported Employment

Position Overview

Under the supervision of the Program Manager, Supported Employment, the Program Coordinator – Group Supported Employment (PC-GSE) is responsible for coordinating participant services and overseeing assigned community-based employment sites, including enclave and mobile work crew settings.

This position combines program coordination, staff supervision, participant case management, worksite support, documentation compliance, and relationship management. The Program Coordinator directly supervises Employment Support Specialists (ESS), supports the daily operation of assigned worksites, assists with contract administration, and works closely with participants, families, Support Coordinators, residential providers, IDD teams, and community business partners.

The Program Coordinator plays an important role in ensuring that participants receive high-quality, person-centered employment services while maintaining ECHO’s compliance with Medicaid, DBHDS, CARF, and other applicable requirements.

Essential Duties and Responsibilities

Staff Supervision and Leadership

  • Directly supervise Employment Support Specialists (ESS) assigned to Group Supported Employment.
  • Manage staff scheduling, performance monitoring and evaluation, leave requests, training, recognition, corrective action, and other supervisory responsibilities.
  • Participate in the recruitment, selection, onboarding, development, and separation of assigned staff.
  • Establish clear and consistent performance expectations and provide regular coaching and feedback.
  • Ensure staff understand and properly implement participant ISPs, outcomes, protocols, and support needs.
  • Provide daily support and direct coverage when needed, including performing ESS responsibilities during staff absences, callouts, and periods of reduced staffing.
  • Model professionalism, reliability, flexibility, accountability, and adherence to ECHO policies and procedures.
  • Promote a positive, collaborative, and respectful work environment.

Participant Services and Person-Centered Planning

  • Participate in the Individual Service Planning process for assigned participants.
  • Develop ISPs/PCPs in collaboration with participants, families, Support Coordinators, residential providers, and appropriate program staff.
  • Manage an assigned participant caseload and ensure required services and documentation are completed within established deadlines.
  • Prepare professional and comprehensive service plans, quarterly reports, annual documentation, and other required reports.
  • Complete quarterly reports according to each participant’s PCISP schedule.
  • Maintain current ISP-related documentation, annual paperwork, protocols, and other required participant records.
  • Ensure staff are trained on participant outcomes, protocols, support strategies, and other relevant service-plan requirements.
  • Maintain regular communication with participants, families, residential providers, Support Coordinators, and other members of the support team to promote successful employment placements and continuity of services.

Documentation, Billing, and Regulatory Compliance

  • Review and approve daily service notes to ensure accuracy, completeness, quality, and timeliness.
  • Review and/or enter participant attendance and service time in Vertex to support accurate and timely billing.
  • Ensure WaMS information is current, including service authorizations and ISPs, and promptly address discrepancies or outstanding issues.
  • Monitor participant records for accuracy and completeness.
  • Ensure documentation and service records meet applicable Medicaid, DBHDS Licensure, CARF, and other regulatory and funding requirements.
  • Assist in maintaining ECHO’s compliance with applicable federal, state, and local program requirements.

Group Supported Employment Operations

  • Support the daily operation of assigned enclave and mobile work crew employment sites.
  • Assist with contract administration and coordination of services at community worksites.
  • Maintain positive, professional relationships with host companies and community business partners.
  • Communicate regularly with host companies regarding worksite operations, participant performance, scheduling, staffing, and service needs.
  • Identify and troubleshoot worksite concerns and collaborate with the appropriate parties to develop effective solutions.
  • Monitor participant attendance and support efforts to maintain the program’s established 90% attendance threshold.
  • Conduct monthly utilization reviews for assigned participants and work with program leadership to maximize available program capacity.
  • Assist staff in identifying and implementing meaningful worksite and community-based activities that reflect participant preferences, choices, abilities, and employment goals.
  • Promote opportunities that increase participant independence, confidence, workplace skills, community inclusion, and overall quality of life.

Quality Improvement, Safety, and Program Support

  • Assist the Quality Improvement and Performance Improvement (QIPI) Department with investigations involving human rights complaints and ensure required documentation is completed within established timeframes.
  • Provide crisis intervention and participant support as needed.
  • Represent ECHO at planning meetings, outreach activities, community events, and other functions as assigned.
  • Cross-train in other ECHO programs to provide operational support during staffing shortages or other organizational needs.
  • Substitute as an ECHO driver when necessary.
  • Collaborate with other ECHO departments and management staff to support organizational and participant needs.
  • Perform other job-related duties as assigned.

Training and Professional Development

  • Participate in required in-service training and professional development activities.
  • Complete all assigned online and classroom-based training within established timeframes.
  • Maintain required certifications, training, and credentials applicable to the position.

Minimum Qualifications

  • Bachelor’s degree in Human Services or a related field and at least one year of experience working directly with individuals with intellectual or developmental disabilities;
  • In lieu of a degree, a minimum of five years of experience working directly with individuals with intellectual or developmental disabilities.
  • Previous experience in a lead or supervisory role, or demonstrated ability to successfully perform in a leadership capacity.
  • Demonstrated understanding of clinical risk, participant health and safety, and appropriate risk-management practices.
  • Strong organizational skills with exceptional attention to detail and the ability to manage multiple priorities and deadlines.
  • Demonstrated professional judgment, reliability, and consistent professional conduct.
  • Excellent written and verbal communication skills.
  • Strong interpersonal skills and the ability to communicate effectively with participants, families, staff, Support Coordinators, health care professionals, business partners, and other community stakeholders.
  • Ability to prepare clear, accurate, and professional service plans, reports, and other required documentation.
  • Familiarity with electronic health record (EHR) systems.

Preferred Qualifications

  • Advanced education and/or relevant professional experience equivalent to a master’s degree.
  • Experience providing or coordinating supported employment services for individuals with intellectual or developmental disabilities.
  • Experience supervising direct support or employment services staff.
  • Familiarity with Medicaid, DBHDS, WaMS, CARF, and person-centered planning requirements.
  • Experience working with community employers or managing community-based employment sites.
