Job Description

Job Summary

This is highly skilled technical and professional work involving the examination, analysis, review, approval, and/or disapproval of mechanical plans, specifications, calculations, permit applications, and related construction documents to ensure compliance with the Florida Building Code, Florida Mechanical Code, Florida Energy Conservation Code, applicable safety standards, and all other governing laws, regulations, and ordinances.

An employee in this classification performs advanced plan review work requiring extensive knowledge of mechanical systems, construction methods, materials, and code requirements. Responsibilities include evaluating mechanical drawings, equipment schedules, load calculations, ventilation reports, energy compliance documentation, and related construction documents for residential, commercial, industrial, and institutional construction projects. The incumbent exercises independent judgment and technical expertise in determining compliance with applicable mechanical codes, design standards, energy conservation requirements, and life-safety regulations.

Work is performed primarily in an office environment reviewing permit applications, construction plans, engineering reports, specifications, calculations, and supporting documentation. The employee interacts directly with architects, engineers, contractors, developers, property owners, and the general public regarding mechanical code requirements, system design criteria, and permit approval processes. Work is performed under the general supervision of the Chief Mechanical Plans Examiner, Building Official, Section Chief, or other designated administrator.

Essential Functions
  • Reviews and examines mechanical plans, specifications, calculations, equipment schedules, product approvals, energy compliance documentation, and related construction documents submitted for permit applications.

  • Determines compliance with the Florida Building Code, Florida Mechanical Code, Florida Energy Conservation Code, Florida Statutes, local ordinances, and other applicable regulations governing mechanical system design and installation.

  • Approves or disapproves mechanical plans and permit applications based on compliance with applicable codes, regulations, and accepted engineering practices.

  • Identifies deficiencies in mechanical system designs and provides written and verbal comments outlining required corrections and modifications necessary for approval.

  • Reviews heating, ventilation, and air conditioning (HVAC) systems, exhaust systems, smoke control systems, refrigeration systems, commercial kitchen ventilation systems, fuel gas systems, and related mechanical installations.

  • Evaluates heating and cooling load calculations, ventilation calculations, equipment sizing, duct layouts, energy conservation measures, and other engineering data to ensure code compliance.

  • Reviews indoor air quality requirements, ventilation standards, equipment efficiency ratings, and energy performance criteria in accordance with applicable codes and standards.

  • Reviews mechanical system accessibility, fire and smoke protection features, equipment clearances, and life-safety requirements.

  • Coordinates plan reviews with other disciplines including building, structural, electrical, plumbing, fire, zoning, and public works.

  • Provides technical assistance and code interpretations to architects, engineers, contractors, developers, property owners, and the general public.

  • Responds to inquiries regarding permit requirements, mechanical design criteria, code compliance, and plan review procedures.

  • Maintains accurate records of plan reviews, approvals, corrections, permit documentation, and related correspondence.

  • Assists in developing and implementing departmental policies, procedures, and standards related to mechanical plan review activities.

  • Participates in meetings with design professionals and project stakeholders to resolve complex mechanical code and system design issues.

  • Performs other related duties as assigned.

Minimum Requirements

Must possess qualifications required for certification as a Mechanical Plans Examiner under the applicable provisions of the Florida Statutes, Florida Building Code, Florida Mechanical Code, and the Florida Department of Business and Professional Regulation (DBPR).

Must obtain and maintain all certifications required by applicable state and local regulations.

A valid Driver License from any state may be utilized upon application; however, prior to appointment, a valid Florida Driver License (Class E or higher) must be obtained and maintained throughout employment.

Special Requirements

Employees in this classification may be required to attend meetings, training sessions, or perform duties outside normal business hours, including evenings, weekends, or holidays, as necessary.

Knowledge, Abilities, and Skills
  • Thorough knowledge of the Florida Building Code, Florida Mechanical Code, Florida Energy Conservation Code, Florida Statutes, and all applicable mechanical-related regulations and standards.

  • Thorough knowledge of HVAC system design, ventilation systems, refrigeration systems, fuel gas systems, energy conservation requirements, and industry best practices.

  • Thorough knowledge of heating and cooling load calculations, ventilation requirements, indoor air quality standards, equipment sizing, and mechanical system performance criteria.

  • Thorough knowledge of applicable standards including ASHRAE, SMACNA, NFPA, ACCA, and other referenced codes and standards.

  • Ability to review and interpret complex mechanical plans, specifications, calculations, engineering reports, and construction documents.

  • Ability to identify code deficiencies and mechanical design issues and recommend appropriate corrective measures.

  • Ability to interpret and apply laws, codes, ordinances, and regulations consistently and accurately.

  • Ability to communicate effectively, both orally and in writing, with engineers, architects, contractors, developers, property owners, and the general public.

  • Ability to establish and maintain effective working relationships with internal and external stakeholders.

  • Ability to prepare clear, concise, and accurate plan review comments, reports, and technical correspondence.

  • Ability to manage multiple projects and review assignments while meeting established deadlines.
