Position Summary:

Assists in planning, organizing, and coordinating the Victim Services division; supports strategic implementation of system coordination, prevention, and community change to address issues of abuse, violence, and trauma across the Victim Services’ service area. Recommends hiring, provides training, and takes disciplinary action across the division as necessary. Participates in director-level meetings, policy advocacy, regional stakeholder engagement, and statewide workgroups as appropriate. Supports oversight of the division, including compliance with fiscal and grant requirements, client outcomes, and routine evaluation of client services. Serves as a resource for training and education to a variety of audiences throughout the service area. Serves clients as needed.

General Responsibilities (Essential Functions):

  • Directs hiring, on-going supervision, training, and routine evaluation of assigned staff; supports supervision across the division.
  • Works with leadership team to develop programmatic and division budgets; implements fiscal controls, prepares and participates in desk monitoring, audits, and accreditations; ensures efficient and economical use of program funds to achieve high-level goals and priorities for division
  • Plans, organizes and reviews program priorities to ensure delivery of high-quality community engagement, prevention, and system coordination outcomes in a timely and efficient manner according to guidelines, procedures, and regulations.
  • Coordinates development of protocols, MOUs, and processes between programs and agencies to increase the effectiveness of community response and prevention of violence, crime, and abuse.
  • Provides planning, leadership and direction to the DVHRT, CAC, Tribal and Prevention programs, and overall division, developing short-term and long- range goals
  • Gathers, interprets and prepares community needs data to coordinate programs with local, regional, and statewide entities; participates in workgroups, advisory committees, and other high-level coordination as directed
  • Promotes VS program and agency services; maintains contacts in service area communities; attends various public meetings and makes presentations to increase public awareness of abuse/violence and programs.

Requirements:

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Extensive knowledge of the dynamics of domestic violence, sexual abuse/assault, child abuse and crime victimization.
  • Extensive knowledge and understanding of multi-dimensional, wrap-around approaches to social change, including issues relating to housing, economic justice, criminal and civil justice, health disparities, systemic oppression, etc.
  • Extensive knowledge and demonstrated experience with leadership and management principles and skills, including de-escalation, active listening, mediation, conflict management, common supervisory practices, and general understanding of employment law.
  • Demonstrated experience with budget management, fiscal compliance, grant writing, and other relevant administrative tasks.
  • Demonstrated experience with crisis intervention and advocacy principles and practices.
  • Extensive knowledge of federal, state, and local policies, procedures, and regulations applicable to program areas.
  • Ability and willingness to maintain confidentiality.
  • Ability to strategize, problem-solve, and develop new ideas and approaches to address barriers to service.
  • Demonstrated ability to make decisions independently and be flexible, adaptable, and confident under stress or changing circumstances.
  • Demonstrated ability to communicate effectively in writing and orally using tact, courtesy, and good judgment.
  • Demonstrated ability to facilitate meetings with diverse perspectives and motivate participants to achieve group objectives and goals.
  • Experience providing coaching, training and technical assistance to staff, volunteers, system partners, and community members as needed.
  • Experience preparing and monitoring work schedules, budgets, and evaluating the work of the unit and subordinates.
  • Ability to prepare reports, correspondence and documentation.
  • Ability and willingness to work flexible hours, including nights and weekends.
  • Ability to operate a computer and use software relevant for the position.

REQUIRED EDUCATION OR EXPERIENCE:

A bachelor’s degree in a related area of study; acceptable completion of 40-hour pre- service victim services training; three years’ experience in victim support services or related field; three years of managerial experience

Any combination of education and experience which would provide the applicant with the desired skills and knowledge required to perform the job.

REQUIRED CERTIFICATION AND LICENSES:

  • Valid driver's license in state of residence.
  • Auto insurance in the amounts required by the State of Washington.
  • Access to reliable transportation.
  • Acceptable completion of a criminal history background check.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

The physical demands described here are representative of those that must be met to successfully perform the essential functions of this job.

  • While performing the duties of this job, the employee is regularly required to, stand, sit; talk, hear, and use hands and fingers to operate a computer and telephone, and keyboard reach.
  • Specific vision abilities required by this job include close vision requirements due to computer work.
  • Light lifting is required, up to 25 lbs.
  • Ability to uphold the stress of traveling.
  • Regular, predictable attendance is required.

The work environment characteristics described are what is encountered while performing the essential functions of this job.

  • Moderate noise (i.e. business office with computers, phone, and printers, light traffic).
  • Ability to work in a confined area.
  • Ability to sit at a computer terminal for an extended period.

*To support operational needs and compliance requirements, this position is expected to be performed within the State of Washington.

Resume Required

Additional wage progression may be available over time under the organization's established compensation structure. The full established pay scale for this position is $28.04 - $74.75 per hour; however, placement above the starting wage range is not available at hire.
