About This Position
This position is under the direct supervision of the Human Resources Director. Provides advanced clerical, training, administrative, and technical support for the Human Resources Department. Maintains confidential records. Must be able to work on a variety of assignments in a busy multi tasked office environment. Knowledge/experience in Workers Compensation and Safety program(s). This position normally works 40 hours per week Monday through Friday, 8:00 a.m.-5:00 p.m., and must be available to work evenings, weekends and holidays when needed. This position is subject to call out on short notice and may require working in inclement weather.
- Will perform a variety of advanced skilled administrative duties for the Human Resources Departments. Extensive filing, data entry and scanning required.
- Type confidential information, reports, statements, records, memorandums and other materials from copy, rough draft or other sources. Proofreads all work for accuracy and neatness.
- Worker's Compensation Claims i.e. investigating claims, ensuring forms are completed correctly, filing of forms to appropriate agencies, scanning and data entry of all records. Assist claims adjusters and employees when needed or as directed.
- Knowledge of City Personnel rules and regulations as well as Workers Compensation and Safety regulations/procedures as they relate to the daily operations of the City of Clovis.
- Knowledge of OSHA regulations and standards, including guidance on handling OSHA compliance, inspection and citations.
- Answer incoming telephone calls, take messages, and directs incoming calls to the appropriate personnel/Department.
- Obtain price quotations, prepares purchase requisitions and does follow-ups on items purchased for the departments as well as maintaining records of transactions.
- Schedules appointment, makes reservations and arranges conferences and meetings.
- Maintains correspondence, reports, personnel and safety records, memos, and other records by computer and/or file cabinets (scanning, data entry, hard copy filing, etc.).
- Conduct investigations of accidents involving City property, materials, equipment personnel, etc., keeping the
- Human Resources Director informed of all such investigations.
- Develop, coordinate and participate in the Safety Committee. Developing agendas, recording and transcription of minutes, etc.
- Will conduct Safety Inspections of all City equipment and job sites, recognizing safety violations and safety hazards, documenting and preparing safety violations and/or hazards notices to distribute to the respective departments and assisting with determining methods to ensure the correction and eliminations of such violations and/or hazards.
- Will conduct site visits and to ensure that all First Aid Kits, Safety Boards, etc. are maintained, kept up to date and stocked properly.
- Prepare and submit special statistical reports as needed or as directed.
- Maintain the confidentiality of all records, correspondences both written and verbal, of the Human Resources Office.
- Assist and coordinate Human Resource/Safety/Workers Compensation activities with other departments, government agencies, and community organizations as directed.
- Develops, coordinates and presents various training and education activities relating to Human
- Resource/Safety Management/Workers Compensation issues for all City Departments.
- Attends classes, training and other education activities, (out of town travel, overnight stays may occur) as they relate to Human Resources/Safety Management/Workers Compensation upon receiving prior approval of the Human Resources Director.
- Prepares agendas and minutes for meetings as directed. Meetings will be recorded and transcription of recordings may be required.
- Prepares Public Service Announcements and Job Vacancy Announcements for distribution through the media, Internet, and other employment agencies as directed.
- Develops, coordinates and presents the "New Employee Orientation Program" as well as a variety of Human
- Resources/Safety/Workers Compensation training programs.
- May be subject to matters involving disgruntled or hostile individuals.
- Will be required to speak or make presentations to large and small groups. Perform other duties assigned.
- Requires eighteen months of specialized, technical, or general education plus three years increasingly responsible clerical experience or equivalent.
- Two years knowledge/experience in Workers Compensation claims and Safety programs.
- Ability to type fifty words per minute with a high degree of accuracy.
- Ability to transcribe from dictation with a high degree of accuracy.
- Good working knowledge of grammar, punctuation, spelling, style, etc.
- Excellent organizational skills, knowledge of efficient office procedures, and the ability to operate standard office equipment.
- Must have a good working knowledge of bookkeeping fundamentals and computer programs, including Microsoft Office, Word, Excel, & Power Point, and software relating to Human Resources/Safety/Workers Compensation.
- Above average communication skills with the ability to speak to large or small groups.
- Ability to work effectively in a positive, courteous and professional manner with all persons they come in contact with.
- Must have a valid driver's license and pass a background investigation.
- Must be available to work varying hours of the day as well as weekends and holidays and in inclement weather conditions.
- Occasional overnight and/or out of town travel may be required.
