POSITION SUMMARY:
This office position is responsible for the development of routing management systems, policies and procedures to safely and effectively manage the scheduling of pupil transportation requirements for all public, non-public and private school programs. Develops, administers and maintains customer service standards and relationships to ensure quality scheduling of all transportation requirements. Responsible for maintaining efficient routing software and recommends changes and enhancements as necessary. Responsible for the supervision and development of all routing support staff members.
ESSENTIAL DUTIES & RESPONSIBILITIES:
- Direct and supervise the planning, organizing, and scheduling of the total pupil transportation requirements for all public, non-public and private school programs.
- Monitor and execute state and district laws, standards, policies and procedures and work with training department as needed to create and deliver appropriate training.
- Develop and administer customer service standards and programs for the transportation operation, including but not limited to parent inquiries, requests and complaints.
- Evaluate routes to make them more efficient, monitor effectiveness of transportation routing system and conduct site visits to evaluate and make changes as necessary.
- Assess needs and coordinate services and safety practices necessary to establish and maintain safe, effective, and efficient pupil transportation services; maintain close liaison with internal departments and external agencies.
- Ensure that all transportation functions are performed within the terms of school Board policies and regulations and any acts or laws affecting public transportation.
- Direct and supervise the routing software used by transportation in planning and coordinating routes. Supervise and train staff in the input and use of the system. Recommend changes and enhancements to software as necessary.
- Responsible for the selection and evaluation of staff. Ensure staff receive appropriate training needed for duty assignments. Monitor staff performance and prepare/review performance appraisals.
- Prepare efficiency analysis reports including but not limited to routing scenarios, program changes and boundary changes for current year and future years. Monitor services against standards in contracts and document any deficiencies to service provider. Recommend actions to improve service and efficiency of operation.
- Oversee and monitor compliance with state departments reporting requirements for the transportation operations. Prepare all state transportation reports and supervise maintenance of files and appropriate information as required for state audits. Act as contact person for state audit with regard to transportation information. Makes recommendations to maximize state funding.
- Supervise and participate in the investigation of transportation requests involving changes/complaints to existing bus stops and routes. Prepare communications as appropriate.
- Establish emergency procedures and contingency plans to be used in the event of accidents, breakdowns, or strikes affecting pupil transportation services.
- Represent the transportation function of the schools to the Board at school and parent meetings, participate in special project committees as needed, and other informational forums. Develop and administer an ongoing school bus safety program for elementary and middle school students.

QUALIFICATIONS:
- Five years prior school routing experience
- Three to Five years progressive experience within school bus operations field including management experience
- Thorough knowledge of area / community for district routing
- Experience in using school bus transportation software
- Excellent verbal communication and customer relations skills
- Demonstrated attention to detail
- Ability to problem-solve
- Ability to work independently and as part of a team
- Self-motivated, self-starter
- Ability to handle and maintain confidential information
EDUCATION:
- Bachelor’s Degree preferred or equivalent work experience in the school bus operations and routing.
