Work Schedule
  • Courses are conducted over two-week training periods

  • 10 instructional days per course

  • Approximately 80 instructional hours per course

  • At least 95% of instruction must be delivered in person

  • Course dates are scheduled between November 2026 and July 2027

Place of Performance

Mihail Kogalniceanu (MK) Air Base, Romania

Training will be conducted at MK Air Base or at an approved training facility located within 30 km of the installation.

Position Summary

Ladgov Corporation is seeking a qualified Project Management Training Instructor to support project and program management training for the Ukrainian State Special Transportation Service (SSTS) in Romania.

The Instructor will support the development and delivery of practical project management training covering project planning, scheduling, cost estimating, risk management, project controls, acquisition, and program management. Training will focus on infrastructure, military engineering, reconstruction, fortification, and demining project environments.

Key Responsibilities
  • Develop and deliver project management curriculum for Apprentice, Journeyman, and Master-level courses.

  • Provide classroom instruction on project planning, scope development, scheduling, cost estimating, risk management, and project controls.

  • Teach advanced topics including Earned Value Management, change control, resource leveling, acquisition, contract administration, and program management.

  • Develop practical exercises, homework assignments, case studies, and written examinations.

  • Incorporate infrastructure, fortification, reconstruction, and demining scenarios into training activities.

  • Demonstrate the use of project management software and project management information systems.

  • Prepare student materials, templates, presentations, and instructional aids.

  • Coordinate instruction with USACE subject-matter experts and simultaneous interpreters.

  • Evaluate student performance and provide remedial instruction when required.

  • Support post-course evaluations, instructor after-action reviews, and completion documentation.

Qualifications
  • Strong professional experience in project and/or program management.

  • Experience developing and delivering project management training or professional education.

  • Strong knowledge of project planning, scheduling, cost estimating, risk management, and project controls.

  • Experience with CPM scheduling, Earned Value Management, change management, and performance reporting.

  • Knowledge of construction, engineering, infrastructure, or reconstruction project environments.

  • Ability to develop practical, scenario-based training rather than generic classroom instruction.

  • Familiarity with internationally recognized project management standards and practices.

  • Strong presentation, communication, and adult-instruction skills.

  • Ability to work effectively with technical interpreters and multinational participants.

  • Ability to perform on-site training in Romania and comply with applicable installation access and security requirements.
