Position Description: Job Title: Regional Collections Manager
Reports To: Director of Manufactured Housing Operations / Regional Manager

Portfolio Scope: 15 Manufactured Housing Communities (~7,000 Total Units) across Michigan and multi-state regions
Position Summary

We are seeking an experienced, results-driven Regional Collections Manager to oversee accounts receivable and delinquency reduction across a multi-state portfolio of 15 manufactured home communities totaling 7,000 units. Managing approximately $7.0M in monthly recurring revenue, this position plays a critical operational role in maintaining cash flow, optimizing portfolio financial health, and standardizing collection workflows.

The primary objective for this role is twofold: establish rigorous tracking systems to consistently achieve a 98%+ current monthly collection rate, and systematically audit and clean up existing delinquent balances (currently ~$500,000), including legacy accounts, estate resolutions, abandoned homes, and legal title transfers.

Key Responsibilities
1. Daily & Monthly Revenue Operations
Primary Metric: Consistently achieve and maintain a 98%+ monthly collection rate on current rent, lot lease, utility, and fee charges across all 15 communities.
Lead daily portfolio-wide tracking of collections, monitoring progress against monthly delinquency targets.
Oversee payment posting, late fee assessments, NSF processing, and ACH/online portal adoption among residents.
Establish clear, standardized payment plan protocols for short-term resident delinquencies while enforcing portfolio-wide guidelines.
2. Delinquency & Legacy Portfolio Cleanup
Take immediate ownership of the existing delinquency balance (~$500K) to audit, categorize, and execute resolution strategies.
Drive the cleanup of "dead accounts," managing end-to-end processes for abandoned homes, probate/estate issues, and tax sale acquisitions.
Work directly with local site managers and legal counsel to process title transfers, possessory liens, and home abandonments efficiently to return assets to revenue-generating status or clear uncollectible debt.
Conduct regular audits of historical balances to recommend timely bad-debt write-offs in accordance with company policy and GAAP guidelines.
3. Legal & Regulatory Compliance
Oversee eviction filings, pay-or-quit notices, and legal collections in full compliance with state-specific landlord-tenant laws (with a heavy focus on Michigan summary proceedings and abandonment statutes).
Coordinate directly with regional legal counsel, court officers, and local community managers to ensure seamless handling of legal notices, court appearances, and writs.
Maintain strict adherence to Fair Debt Collection Practices Act (FDCPA) principles and state manufactured housing commission guidelines across all operating jurisdictions.
4. Leadership & Site Team Support
Partner with and hold accountable 15 On-Site Community Managers regarding late notices, resident outreach, and local legal filings.
Train, coach, and support site staff on Rent Manager (or relevant property management software) collections modules, communication best practices, and legal escalation triggers.
Conduct monthly portfolio reviews with executive leadership, presenting clean debt-aging analysis, collection forecasts, and legal status reports.

Qualifications & Requirements
Experience: 5+ years of dedicated collections, accounts receivable, or property management operations experience—manufactured housing industry experience strongly preferred.
Portfolio Scale: Proven track record of managing receivables for large-scale portfolios (3,000+ units or multi-site operations preferred).
Legal & Title Knowledge: Practical knowledge of manufactured housing legal processes, including lot rental evictions, home abandonment procedures, title recovery, and estate/probate handling (Michigan-specific experience is a strong plus).
Software Proficiency: High proficiency in industry property management software (e.g., Rent Manager, Yardi, or RealPage) and advanced Excel skills (pivot tables, custom aging reports, and trend modeling).
Communication & Negotiation: Exceptional firmness balanced with professional diplomacy when handling sensitive resident situations and cross-functional team coordination.

Performance Metrics (KPIs)
Current Monthly Collection Rate: 98\% collected by month-end.
Portfolio Delinquency Reduction: Systematic reduction of overall portfolio delinquency from ~$500K to target operating threshold within 6–12 months.
Abandonment & Estate Resolution Time: Average days to clear legacy abandoned home titles and clear/write off uncollectible dead account balances.
On-Time Legal Filing: 100% compliance with scheduled pay-or-quit and legal filing deadlines across all 15 properties.
