About the Role:
Dunbar Wellness Group is seeking an experienced and visionary Chief Executive Officer (CEO) to lead our newly acquired Drug & Alcohol Treatment organization in Allentown, Pennsylvania. The CEO will provide strategic, operational, and financial leadership while ensuring the organization delivers high-quality, person-centered substance use disorder treatment services in compliance with Pennsylvania Department of Drug and Alcohol Programs (DDAP), Department of Human Services (DHS), applicable federal regulations, and accreditation standards.
The ideal candidate is an accomplished healthcare executive with demonstrated experience leading behavioral health or substance use disorder organizations, driving organizational growth, maintaining regulatory compliance, and developing high-performing leadership teams.
Essential Duties & ResponsibilitiesExecutive Leadership- Provide strategic leadership and operational oversight for all clinical, administrative, and financial operations.
- Develop and execute organizational goals aligned with the company's mission, vision, and long-term strategic plan.
- Foster a culture of accountability, collaboration, quality improvement, and client-centered care.
- Lead and mentor executive leadership, clinical leadership, and administrative teams.
- Ensure compliance with all applicable Pennsylvania DDAP, DHS, CMS, Medicaid, HIPAA, 42 CFR Part 2, OSHA, and other federal and state regulations.
- Oversee licensing, accreditation, audits, quality assurance, and risk management activities.
- Develop and implement policies, procedures, and operational standards that promote regulatory compliance and organizational excellence.
- Monitor organizational performance through key performance indicators (KPIs) and quality improvement initiatives.
- Oversee budgeting, financial planning, revenue cycle performance, and fiscal accountability.
- Monitor organizational financial health and identify opportunities for sustainable growth.
- Collaborate with finance and executive leadership to develop annual budgets and strategic investments.
- Partner with clinical leadership to ensure delivery of high-quality, evidence-based substance use disorder treatment services.
- Support program expansion and the development of new behavioral health and recovery initiatives.
- Ensure services remain compliant with payer requirements and clinical best practices.
- Build and maintain relationships with referral sources, healthcare partners, community organizations, government agencies, and stakeholders.
- Identify opportunities for growth through strategic partnerships, acquisitions, and new service lines.
- Represent the organization within the community and at professional events.
- Oversee executive hiring, leadership development, succession planning, and organizational culture.
- Promote employee engagement, retention, and professional development.
- Collaborate with Human Resources on workforce planning and organizational initiatives.
- Master's degree in Healthcare Administration, Business Administration, Public Health, Social Work, Counseling, Psychology, or a related field.
- Minimum 10 years of progressive leadership experience in behavioral health, healthcare, or substance use disorder treatment.
- Minimum 5 years of executive or senior leadership experience.
- Demonstrated experience managing multi-disciplinary healthcare operations.
- Strong knowledge of Pennsylvania behavioral health and substance use disorder regulations.
- Experience with budgeting, financial oversight, strategic planning, and organizational growth.
- Exceptional leadership, communication, and decision-making skills.
- Licensed clinician (LPC, LCSW, LMFT, Psychologist, CRNP, Physician, etc.).
- Experience leading a DDAP-licensed treatment organization.
- Experience with Joint Commission, CARF, or similar accreditation standards.
- Experience with mergers, acquisitions, or organizational integration.
