Sunlight Health delivers tech-enabled, family-centered Enhanced Care Management (ECM) and other aligned services for families impacted by the child welfare and justice systems. We partner with CASA programs, dependency legal services organizations, and child welfare agencies to address healthcare and social determinants of health — meeting families in courthouses, communities, and their lives.


The Opportunity

We're hiring a full-time ECM Program Manager to own the operational and compliance backbone of our ECM delivery. This is a critical hire at a critical moment: you'll be joining as Sunlight Health completes its foundational clinical buildout and transitions into a scaling organization.

Our Clinical Advisor has built the clinical infrastructure you'll inherit and operationalize — a reviewed and audit-ready Policies and Procedures (P&P) framework, a documented Managed Care Plan x Partner operating model, and AI-enabled P&P workflows designed for internal ownership. Your job is to take that foundation and run with it: own day-to-day operations, enforce compliance, train partners and staff, and build the accountability systems that hold as we scale to serve 2,500 clients by the end of the year.

You'll work closely with clinical leads, partner organizations, and the CEO — and you'll be the person who ensures the infrastructure we built actually holds in practice.

This is a startup — and that's not a footnote. We're a small, fast-moving team with no bureaucracy to hide behind. You'll wear multiple hats, navigate ambiguity, make judgment calls with incomplete information, and build systems that don't exist yet. The ideal candidate has thrived in an early-stage or high-growth environment and knows the difference between building for scale and over-engineering before you need it. If that energizes you, great. If it doesn't, this role isn't the right fit.

What You'll Do

Program Operations

  • Own day-to-day ECM program operations: workflows, documentation standards, caseload oversight, and coordination across care managers and partner staff
  • Operationalize the MCP x Partner operating model — adapt it for new partner sites and maintain it as a living document as the program evolves
  • Develop and maintain operational playbooks, SOPs, and program documentation for ECM delivery
  • Monitor program performance against key metrics (enrollment, engagement, documentation compliance, service delivery quality) and drive corrective action where needed
  • Build accountability systems that keep teams aligned to program requirements and organizational commitments

Compliance & Quality

  • Own the P&P framework inherited from our Clinical Advisor — execute the AI-enabled P&P workflow, maintain audit-readiness, and keep policies current as regulations evolve
  • Ensure ECM program delivery meets CalAIM, Medi-Cal managed care, and health plan contract requirements across all partner sites
  • Track regulatory changes and update internal policies and practices accordingly
  • Conduct or coordinate audits of documentation and service delivery quality
  • Serve as the internal go-to for compliance questions across clinical and partner teams

Training & Partner Support

  • Design and deliver training for Partner program staff and internal care managers on ECM workflows, documentation requirements, and program policies — using the materials and standards already developed
  • Support onboarding of new delivery partners — ensuring teams are equipped before going live, using the operating model as the foundation
  • Create and maintain training materials, guides, and resources that scale with the organization
  • Provide ongoing support and coaching to partner organizations as they deliver ECM services

Data & Accountability

  • Establish and track program performance metrics across clinical operations and delivery partners
  • Generate regular reporting on enrollment, documentation compliance, engagement rates, and quality indicators
  • Translate data into actionable insights for clinical and leadership teams
  • Identify gaps and design process improvements to close them

What You'll Inherit

  • This role is designed to hit the ground running. By the time you join, the following will be in place:
  • A reviewed, MCP audit-ready P&P framework with an AI-enabled workflow for ongoing maintenance — you own execution, not greenfield authorship
  • A documented MCP x Partner ECM operating model — proven in live delivery, designed to be adapted site-by-site
  • Established clinical oversight and escalation pathways, KPI panels, and CenCal reporting cadences

What You Bring

Required

  • 3–5+ years of program management, operations, or compliance experience in healthcare, managed care, or community-based services
  • Deep familiarity with CalAIM, ECM, or Medi-Cal managed care requirements — you understand what compliance looks like in practice and can own it without clinical hand-holding
  • Experience operationalizing clinical or program infrastructure
  • Experience designing and delivering training for clinical or paraprofessional teams
  • Strong systems thinker: you build processes that hold up when things get complex and scale when volume increases
  • Comfortable with data — you track metrics, build reports, and use them to drive decisions
  • Excellent written and verbal communication; able to translate compliance requirements into plain language for partner staff

Highly Valued

  • Lived experience in the child welfare or justice system — we see this as a strategic and operational strength
  • Background in child welfare, dependency legal services, CASA programs, or family-centered services
  • Experience standing up or managing ECM delivery across multiple partner sites
  • Familiarity with AI-assisted documentation workflows — comfort running and maintaining prompt-based P&P processes
  • Bilingual (Spanish/English)

What Success Looks Like

First 90 Days

  • P&P framework fully owned — executing the AI-enabled workflow independently and maintaining audit-readiness across all active health plan contracts
  • Operating model adapted and deployed for SLO partner onboarding
  • Training materials delivered to at least one new CASA partner site
  • Performance reporting cadence established and running

By 6 Months

  • 5+ partner sites operating with fidelity to the documented operating model
  • Compliance posture strong across Medi-Cal, CalAIM, MCPs, and partner programs
  • Accountability systems in place with clear visibility into performance across all partner sites
  • Operating model v2 documented, incorporating learnings from multi-site deployment

The pay range for this role is:
95,000 - 145,000 USD per year(California Office)
