Position Summary:

Under the supervision of the Chief Executive Officer, the Clinical Director is responsible for overseeing the provision of clinical and social services to youth in treatment at the Children’s Home of Kingston. The Clinical Director is also responsible for the effective coordination of

educational and residential social services, the development and implementation of program initiatives, and compliance with government and agency regulations.

Position Responsibilities:

In a manner consistent with CHK’s Mission Statement and applicable laws and regulations, an employee in this position shall:

· Supervises a team of Psychologists, Social Workers, Mental Health Counselors and other Clinical staff and Nursing Staff. This includes responsibility for selection, training, development and performance evaluations.

· Supervises the development and delivery of clinical and social services to youth to ensure compliance with agency policies, professional standards and governmental regulations.

· Develop and update organizational policies to ensure compliance with the latest regulations, laws, and industry standards.

· Ensure policies reflect current practices and align with agency goals.

· Works with the Principal and Assistant Principal of the Grove Street Academy to ensure comprehensive coordination of all clinical/social services with educational services.

· In conjunction with the Intake Department, establishes priorities and standards for admissions to residential care; assigns cases to Clinical staff for evaluation and treatment.

· Reviews all staff reports, evaluations, and the results of meetings with youth and families to ascertain progress in meeting treatment plan goals.

· Works with Clinical team to determine the need to revise treatment plans.

· Attends meetings with families to explain agency viewpoints and resolve especially complex issues.

· Coordinates closely with the consulting psychiatrist to ensure the timely delivery of high-quality diagnostic evaluations, supporting accurate diagnoses, appropriate treatment planning, and continuity of care.

· Demonstrates comprehensive knowledge of Medicaid billing regulations, reimbursement methodologies, and covered services. Ensures accurate documentation, compliance with state and federal requirements, and optimization of service delivery and revenue cycle processes.

· Monitors the Clinical Department’s expenses to ensure that they remain within Medicaid budget limits.

· Supervises the generation of program statistics and reports as well as the maintenance of required treatment records and policy and procedure manuals.

· Determines Clinical Department’s performance measures and target goals. Reviews quality improvement data with team members to identify performance issues and opportunities for growth.

· Leads Clinical Department staff meetings to identify individual and group educational and/or socialization concerns.

· Collaborates with other departmental leaders to ensure that program initiatives are implemented in a timely and effective manner and identify areas for improvement.

· Represents the CHK at meetings with the NYS Department of Education, the NYS Office of Children and Family Services, Departments of Social Services and other governmental agencies and non-profit organizations.

· Maintains up to date knowledge of professional trends and developments through review of professional literature and attendance at seminars and workshops.

· Coordinates preparation for internal/external audits and supervises the development of agency responses and corrective action plans.

· Performs other related managerial and administrative duties as required.

Essential Skills:

· Comprehensive knowledge of the theories, principles and practices of child and adolescent psychology and treatment

· Thorough knowledge of NYS Department of Education and Office of Children and Family Services regulations governing the operation of a residential program and special education services.

· In-depth knowledge of Medicaid reimbursable services, including eligibility criteria, service authorization requirements, and documentation standards, to ensure all clinical services are compliant and eligible for reimbursement.

· Thorough knowledge of agency policies and procedures regarding the provision of clinical and social services to residents and their families.

· Experience with social skills development and evidence based practices applicable to youth in care (including Dialectical Behavioral Therapy.).

· Excellent oral and written communication skills, including the ability to clearly communicate program goals, objectives and specific instructions to subordinates.

· Ability to establish priorities and monitor the progress of concurrent projects and activities.

· Effective implementation of Therapeutic Crisis Intervention principles and conflict mediation skills

· Thorough knowledge of indicators of the abuse and/or maltreatment of children.

· Ability to maintain effective working relationships with government agencies and CHK team members at all levels.

Education, Training, & Experience:

· A Ph.D. or Psy.D. in Clinical or School Psychology or a Master’s Degree in Social Work or Mental Health Counseling.

· NYS Licensed Psychologist, Certified School Psychologist, Licensed Clinical Social Worker or Licensed Mental Health Counselor.

· A minimum of five years post-degree experience in child and adolescent treatment within a residential or special education setting, preferably including at least two years in an administrative/supervisory capacity.
