Job Description
Starting Pay Rate: $75,000 annually
Purpose: To launch, grow, and expand RCIL's transportation services through healthcare partnership development, business development, contract acquisition, and community outreach. This position is primarily responsible for developing referral relationships and securing transportation service agreements with hospitals, dialysis centers, nursing homes, physician practices, managed care organizations, and other healthcare providers.
Job Duties:
The successful candidate will be expected to:
- Develop and execute a transportation growth strategy focused on hospitals, dialysis centers, nursing facilities, managed care plans, and healthcare providers in order to increase referrals, utilization and transportation revenue.
- Conduct direct outreach to hospitals, dialysis centers, nursing facilities, care coordinators, discharge planners, managed care plans, and healthcare administrators to establish transportation partnerships.
- Track and report key performance metrics related to contract development, referral activity, transportation utilization, and revenue growth.
- Represent RCIL transportation services as the primary business development contact within the healthcare and disability community.
- Establish and maintain relationships with discharge planners, social workers, case managers, care coordinators, and healthcare administrators.
- Represent RCIL transportation services at healthcare networking events, hospital meetings, provider conferences, community outreach activities, and business development opportunities to increase referrals and contract opportunities.
- Track partnership development, referral activity, utilization growth, and revenue targets and report results to leadership.
- Assist leadership and the development team in preparing RFP responses, contract proposals, grant applications, and partnership agreements to support service expansion.
- Conduct ongoing market analysis to identify underserved areas, community mobility gaps, and potential new revenue streams or service lines aligned with RCIL’s mission.
- Partner with marketing and outreach teams to represent RCIL at community events, industry conferences, and networking functions to promote transportation services.
- Monitor transportation operations, service levels, routing performance, and consumer satisfaction metrics.
- Coordinate with facilities/fleet management to ensure vehicle safety standards and routine maintenance schedules are maintained.
- Serve as operational liaison to transportation staff and contractors to ensure service quality, responsiveness, and customer satisfaction.
- Ensure strict adherence to HIPAA, ADA, DOT, Medicaid transportation regulations, and agency policies. Prepare operational, growth, and financial reports for leadership and auditing entities.
- Identify operational efficiencies and technology integrations to reduce costs and improve consumer satisfaction through process improvements and technology utilization.
- Represent RCIL at community events, meetings, and networking opportunities to promote transportation services.
- Must have a valid NY State Driver’s License with clean driving record
Education:
- Associate degree in Business Administration, Logistics, Healthcare/Human Services, or related field preferred.
- High School Diploma or equivalent required.
Work Experience Requirements:
- Demonstrated success in business development, sales, healthcare provider relations, community partnership development, account management, or program growth required.
Experience developing referral relationships within healthcare, transportation, home care, long-term care, dialysis, managed care, or related industries preferred.
Experience managing partnerships, contracts, referral sources, community stakeholders, and healthcare provider relationships preferred. Operational transportation experience is desirable but not required.
One to two years of experience working with older adults and/or individuals with disabilities in community or day‑service settings preferred.
Knowledge:
- Knowledge of hospital discharge planning processes, healthcare referral networks, managed care organizations, post-acute care providers, dialysis services, and transportation reimbursement models preferred.
- ADA securement requirements and passenger assistance standards, HIPAA privacy rule, DOT safety regulations, best fleet maintenance practices and compliance standards, familiarity with dispatch and routing technologies, and CTAA (Community Transportation Association of America) PASS (Passenger Assistance, Safety & Sensitivity /Dispatch Training.
- Strong business development, consultative sales, relationship-building, networking, negotiation, partnership development, and presentation skills.
- Ability to establish trust with healthcare executives, discharge planners, social workers, managed care representatives, and community partners.
- First Aid/CPR, ability to assist with vehicle inspections, ability to lift up to 50 lbs. for mobility equipment.
