About this position:

The Campus Business Operations (CBO) at Fort Worden State Park is Washington State Park's conference center for recreation, arts, culture, history and the environment. It is a partnership of the Washington State Parks and Recreation Commission, the Washington State Arts Commission, resident cultural institutions, businesses and major funders, achieving financial vitality through coordination and collaboration. CBO staff are responsible for carrying out the mission of the CBO by managing the 90-acre lifelong learning center campus and performing a variety of oversight duties including facilities and building maintenance, managing long-term lease agreements with partners, and ensuring transparency of campus operations.

The Program Specialist 3 position serves as the Campus Facilities Coordinator, managing and coordinating the occupancy and service needs of facilities and grounds throughout the Campus. As the primary liaison between tenant occupants, user groups, State Park staff, and the public, it performs significant portions of professional level assignments and provides a level of collaborative management oversight of daily Campus operations.

This position is not eligible to telework, as physical on-site presence is required to perform essential functions.

This Program Specialist 3 position plays a critical role in providing facility management support to Campus Business Operations (CBO) at Fort Worden Historical State Park, working directly with Campus tenants, contractors, concessionaires, visitors, volunteers and agency staff to provide a seamless transition to a fully State Parks-managed Campus. This work can have both a direct and indirect impact on the memorable experiences visitors have at Fort Worden Historical State Park.

The work of this position is primarily based in the Fort Worden headquarters building, located near Port Townsend, WA. This position works primarily in an office setting, however there are options for occasional teleworking on a limited basis.
Duties include, but are not limited to:

Special Use, Event and Lodging Management/Oversight:
  • Manages all State Park special activity and lodging permitting for Campus facilities and grounds; maintains a clear and concise digital filing structure to keep track of all bookings throughout the booking/approval process.
  • Provides specialized consultation to special event planners and guests.
  • Consults with nationally based, statewide, local community, and Campus tenant events holders to provide information on park rules/regulations and writes terms and conditions for each event held within the Campus.
  • Maintains a calendar (both internal and public facing) of all Campus events and activities to avoid scheduling issues with event holders, recreational users and Campus tenants.
Campus facility coordination:
  • In collaboration with tenants and State Parks maintenance staff, coordinates the scheduling of annual maintenance, inspections, and system testing for Campus buildings to ensure the Campus is compliant with state and local regulations.
  • Works with internal maintenance team members, vendors, contractors, and tenants to ensure timely reporting, communication, and completion of all scheduled repairs and maintenance tasks.
  • Coordinates with the campus maintenance team to ensure compliance with state regulations and codes related to safety and maintenance of elevators, boilers, fire alarm panels, sprinklers, back flows, and other systems.

Management, Oversight, and Monitoring of Cooperative Agreements, Operating Agreements, and Leases:
  • Monitors measurable outcomes and party obligations as defined by lease and other agreements to facilitate and ensure compliance; reports and assists with resolving issues and non-compliance; and prepares annual reports on lease/agreement status and activities.
  • Facilitates and coordinates the Stewardship Group and Operations Work Group.
  • Serves as lead responsibility for oversight and monitoring concessions and housekeeping service company operations per the terms of their agreement; ensures that agency needs and expectations are met and resolves issues, as needed.
Safety and Security:
  • Coordinates with team members, Partners, and fire department on providing guidance on emergency preparedness, evacuation plans, and fire safety.
Administration:
  • Provides general assistance to the CBO to include answering phones and assisting walk-in partners and tenants; monitors and responds to email and mail correspondence; orders supplies, scans documents, makes copies, and filing.
Marketing and Outreach:
  • Ensures Fort Worden Campus webpage content provides a combination of information for tenants, potential tenants, and the general public; maintains a balance of background, general information, and marketing; and ensures web content remains accurate, fresh, and up to date.

REQUIRED QUALIFICATIONS:
Option 1:
  • Six (6) years of experience in customer service, coordinating volunteers, and/or interpreting and applying policies and procedures and a valid unrestricted driver's license (except corrective lenses).
Option 2:
  • A bachelor's degree and two (2) years of experience in customer service, coordinating volunteers, and/or interpreting and applying policies and procedures and a valid unrestricted driver's license (except corrective lenses).
Option 3:
  • A combination of education and experience in customer service, coordinating volunteers, and/or interpreting and applying policies and procedures that equals up to a total of six (6) years and a valid unrestricted driver's license (except corrective lenses).

  • Master of Computer Skills - Use personal computers, including associated hardware and software, to produce timely and accurate work products that fully satisfy the demands of the assignment. Adapt through continual learning to new/updated computer software. Has experience and skills using Microsoft Office Suite including Excel, Word, and Planner/Project, and experience using reservation/booking systems.
  • Interpersonal Influence - Demonstrates an ability to build and maintain strong, courteous relations with peers, managers, and customers. Responds to difficult, stressful, or sensitive interpersonal situations in ways that reduce or minimize potential conflicts and maintain good working relationships with others. Displays a positive attitude and optimism about the work to be done, co-workers, management, and employer policies.
DESIRED QUALIFICATIONS:
  • Knowledge of facilities operations, routine maintenance, and emergency management protocols.
  • Knowledge of state government, rules, and regulations.
  • Knowledge of State Parks rules and regulations.
  • Professional experience involving responsibility for financial data requiring mathematical calculations.
  • Professional experience providing direct customer service.
  • Ability to work independently or lead others while using good judgement and problem-solving skills in decision making.
  • Promotes cooperation and an eagerness and capacity to learn new skills.
  • Self-starter who can see a project through to completion.
  • Ability to communicate effectively both orally and in writing.

Requirements:

Working Conditions: Position works five (5) days a week, Monday - Friday from 8 a.m. to 5 p.m. Temporary adjustments to telework may be made with supervisor approval and on a case-by-case basis. Driving is required for various meetings and trainings on Campus, in the local community and in the extended area therefore you must have the ability to operate a motor vehicle. Overnight travel may be necessary to attend off-site meetings, or trainings. Travel may be necessary in several types of weather conditions.
