About This Position
- Supervises employees to include prioritizing and assigning work; conducting performance evaluations, ensuring staff are trained, and making hiring, termination, and disciplinary recommendations.
- Prepares a variety of reports related to departmental operations and activities; may prepare agenda reports for City Council and Water Board approval.
- Assists in developing and implementing departmental goals and objectives; implements and maintains assigned program area procedures; evaluates effectiveness of programs, including researching, analyzing, and recommending policy or program changes.
- Investigates and resolves the more complex inquiries, requests, and customer complaints; provides information and explanations to customers regarding policies, rules, and regulations.
- Coordinates use of the computer systems in assigned areas including facilitating, scheduling, and troubleshooting program, application, and system errors; ensures accuracy of data and records.
- Assumes responsibility for the performance of all functions within the assigned division.
- Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to assigned programs, policies, and procedures, as appropriate.
- Reviews, evaluates and recommends improvements to the District's administrative and financial internal control systems and procedures to safeguard District assets and ensure compliance.
- Manages the monitoring and maintenance of the District's computerized accounting and financial reporting system; maintains chart of accounts; performs year end close; analyzes and creates financial software set-ups; implements corrections and enhancements to the system as necessary.
- Prepares and makes effective presentations to senior management, elected officials, and the public.
Responsible for preparing and monitoring the District’s annual multi-million dollar operating and CIP budgets and present quarterly updates to the District Board
Analyze District water sales and purchases to ensure sufficient supplies.
Periodically review District water rates and charges to determine if sufficient funds are being generated to operate the enterprise.
Initiate cost of service studies to develop new water rates and charges when needed and ensure that all state required noticing requirements for implementation are followed.
Coordinate and represent District with partner agencies including Metropolitan Water District, San Diego County Water Authority on its various committees, SEJPA, SFID, OMWD, as well as private businesses.
Provide direction over the District’s water conservation and outreach program
- Provides highly responsible staff assistance to the Department Director and District Manager.
The ideal candidate will have knowledge of: principles of supervision, training, and performance evaluation; advanced principles and practices of budget preparation and administration; advanced principles and practices of municipal financing and governmental accounting; advanced financial analysis and research procedures; pertinent Federal, State, and local laws, codes, and regulations concerning finance and accounting functions; principles and practices used in dealing with the public. The ideal candidate will have skill in: managing the programs, services and staff responsible for providing accounting functions effectively and efficiently; analyzing, developing, and improving upon accounting records and procedures; analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals; forecasting revenue and cash flows; preparing and administering budgets; monitoring and evaluating employees; prioritizing and assigning work; using a computer and related software applications; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
