The Department of Natural Resources (DNR) has an exciting opportunity within our Pacific Cascade Region as a Human Resource Consultant 2.

This rewarding position reports to the Assistant Region Manager for Business and Operations, and is the main point of contact for all HR needs within the Pacific Cascade Region. Communication and teamwork are key as the HRC2 is responsible for daily communication (both verbally and in writing) with region staff, division staff, and the public. This position is responsible for providing the Pacific Cascade Region staff, supervisors, and management with outstanding customer service and maintaining a high level of confidentiality and professionalism.

Our ideal candidate will have a background in Human Resources or a Human Resource related field, experience interpreting and applying rules, contracts, policies, procedures, and agency practices. Responsibilities:
Among the varied range of responsibilities held within this role, the Human Resource Consultant 2 will:
  • Have daily interaction with staff, provide guidance and consultation on HR policies, employee services, contract language issues, and interpretation of WACs.
  • Coordinate face-to-face onboarding and offboarding activities in collaboration with employees, supervisors, and other region support staff.
  • Support compliance with employee performance management programs and provide guidance to supervising staff in addressing performance issues.
  • Assist hiring managers with recruitment planning, including the identification of specialized recruitment strategies and candidate sourcing, editing and creating recruitment announcements, providing recruiting and selection advice, and conducting outreach activities.
  • Manage and monitor the status of training credentialing and required certifications of region employees; ensure compliance with appropriate regulations; assist staff to meet all mandatory and critical training needs including assistance in delivering training courses related to personnel field; and assist region management to track successional planning of qualified trainers to ensure required trainings can be provided in the region.
  • Provide exceptional customer service to all levels of managers, supervisors, and employees within the Pacific Cascade Region and the general public; and work to establish, build, and maintain positive working relationships with region employees, the Human Resources Division, and region and division HR program staff.
  • Provide leadership, mentoring, and supervision of a Human Resource Consultant Assistant who reports to this position.
  • This position is a professional-level consultant and acts as the primary HR support for the Pacific Cascade Region. Additionally, this position is responsible for accurate keying of employment, position, and organization management data. While this position reports to the Assistant Region Manager for Business and Operations, this position will be responsible for receiving and following HR direction, guidance, and HR policies and procedures from the Human Resources Division and higher-level HR Consultants.

This may be filled as an in-training position. This is designated as a 12-month training plan. If you complete all elements of the training steps in a shorter amount of time, we may waive the remainder of the time required. Candidates will be considered as Human Resource Consultant 1 (In-Training) or Human Resource Consultant 2 (HRC2), depending on qualifications.

Required Qualifications:
Human Resource Consultant 1 (In-Training)
(Salary range: $4,093 - $5,501 per month):
  • Three years of experience in administration, business, human resources, or related field.
    OR a combination of education and/or experience equivalent.
  • Knowledge of related statutes, rules, contract terms, policies, procedures, and/or agency practices.
  • Experience entering and/or retrieving data from human resource information or other computerized recordkeeping systems.
  • Experience in communicating effectively both verbally and in writing.
  • Proficient computer skills in MS Word, MS Excel, and MS Outlook with an aptitude for learning new software as needed.

Human Resource Consultant 2
(Salary range: $4,740 - $6,384 per month):
  • A bachelor’s degree in administration, business, human resources, or a related field;
    OR a combination of education and/or experience equivalent.
  • Experience interpreting and applying related statutes, rules, contract terms, policies, procedures, and/or agency practices.
  • Experience entering and/or retrieving data from human resource information or other computerized recordkeeping systems.
  • Experience in communicating effectively both verbally and in writing.
  • Proficient computer skills in MS Word, MS Excel, and MS Outlook with an aptitude for learning new software as needed.
  • Demonstrated ability to multitask and work in a fast-paced environment.
  • Demonstrated ability to provide excellent customer service.
Special Requirements and Conditions of Employment:
  • This position is in an office setting at the Pacific Cascade Region office located in Castle Rock, WA.
  • This position requires periodic travel (10%) for DNR meetings, trainings, to region work center locations, onboarding events, etc.
Desired Qualifications:
  • Experience using HRMS as a personnel/payroll processor.
  • Experience interpreting and applying public sector HR related statutes, rules, contract terms, polices, procedures, and/or agency practices.
