About This Position
The City of Brooklyn Center is seeking to hire an expereinced Engineer for either the Assistant City Engineer or Principal Engineer in our Engineering Division to help shape the future of Brooklyn Center. Long regarded for its well-established, progressive public works practices, the department is expanding its focus to topics such as placemaking, contributing to community health, operational sustainability, and environmental stewardship.
The primary objective of this professional, technical, supervisory and administrative opportunity is to assist in directing, planning, organizing and supervising design and construction activities of the Engineering Division. The focus of this position includes coordinating development of construction plans and specifications, performing construction management activities under the direct supervision of the City Engineer, and supervising staff.
The current opening is a full-time, benefit-eligible, exempt position located at City Hall in Brooklyn Center, MN. We will determine the position based on the number of qualified applicants and their qualifications. The minimum qualifications for each position are listed in the job announcement under qualifications.
The anticipated hiring range for the Assistant City Engineer is $92,250.00 up to $112,264.00 annually as an exempt employee. Starting range will between: $92,250.00 up to $104,249.00.
The anticipated hiring range for Principal Engineer is $41.19 up to $50.12 hourly as a non-exempt employee. Starting range will between: $41.19 up to $46.54. We will evaluate the starting wage based on years of experience, education and licensure.
**General duties of Assistant City Engineer
- Assists the Engineering division in the development of capital improvement project plans and specifications, and participates in project planning and management as necessary or assigned by the Director of Public Works/City Engineer, including making presentations to the City Council and the general public.
- Manages, supervises and contributes to the City’s street reconstruction program: design and plan preparation, construction inspection, including management of consultant and contractor staff teams in the field, public involvement and communication, project and contract management, technical investigation and evaluation, permitting, surveying, records maintenance and record drawing production and maintenance.
- Manages the department’s redevelopment responsibilities with other City departments and private development teams in planning and coordinating redevelopment, preliminary and final plat review and approval, easement needs, preparing subdivision and construction management agreements, land alteration permitting and other related redevelopment tasks.
- Plans, organizes and supervises the operational activities of the Engineering Department and its staff as necessary and assigned.
- Manages the system, performs design, trains staff and maintains technical competency pertaining to advanced drafting and design components using AutoCAD and Civil 3-d.
- Provides technical assistance and field work for traffic engineering studies such as collecting and compiling traffic counts and turning movements; preparing accident histories; and documenting sight distance problems.
- Coordinates the City’s public streets and utility record drawings.
- Manages and provides professional and technical assistance relating to all aspects of the municipal storm drainage system including: planning for improvements and the operation and maintenance of these systems, providing and/or coordinating field inspections to verify developer and homeowner compliance with stormwater management rules and requirements, and preparing and/or submitting feasibility reports and recommendations to the City Engineer/Director of Public Works.
- Coordinates activities with other departments, consultants, utilities, and other governmental agencies in conjunction with departmental environmental activities and private development.
- Assists in the management of the department’s asset and pavement management programs.
- Manages the review and approval of permit applications, drawings, plans, and specifications to verify conformance with City ordinances, policies, guidelines and standards relative to all utility installation within roadway right-of-way.
- Assists in preparing the annual operating budget for the Engineering division, capital improvement budget for public works projects and other financial analysis for public works programs, including making presentations to the City Council and the general public.
- Provides technical assistance to contractors and the public regarding standards, practices, benchmarks, as-builts, etc.
Leadership and Supervision
- Supervises the work of assigned Engineering Technicians in the Engineering division in related tasks and assignments.
- Supervises in-house planning and coordination of public improvement projects including alley, road, utility and sidewalk reconstruction and other major maintenance projects such as sealcoating, crack repair of concrete streets, mill and overlay, and curb/sidewalk repair.
- Supervises public improvement inspection activities, including managing consultant and contractor staff teams in the field during capital improvement projects.
- Supervises the drafting of improvement projects, including performing layout activities.
- Supervises documentation and recordkeeping function, including project records and Municipal State Aid records.
- Supervises and reviews preparation of feasibility reports.
- Supervises the execution of the bid process and contract execution of various City public improvement projects.
- Works through supervisor to ensure effective and proper utilization of personnel and resources in all areas of assigned responsibility.
- Evaluates the job performance of assigned personnel and recommends pay increases, promotions and discipline as necessary.

- Makes public presentations at City Council meetings and other public meetings as assigned by the Director of Public Works/City Engineer.
- Leads public involvement processes for capital improvement projects and other projects as assigned by the Director of Public Works/City Engineer.
- Represents the Engineering division in dealings with the public, presenting and explaining various assigned projects at public meetings and in direct personal contacts.
- Assists the City Engineer/Director of Public Works with the planning to coordinate and supervise Public Works programs for the City.
- Keeps City Engineer/Director of Public Works currently informed of significant activities and developments.
- Monitors, analyzes and briefs City staff on relevant legal issues of interest or legislation that affects the procedures followed and services provided.
- Conducts research and prepares amendments to or develops new ordinances, codes, practices, policies and procedures that increases efficiency and effectiveness of operations and promotes the protection of environmental resources and assets as may be required by federal and state regulations and plans.
- Coordinates and attends training seminars, conferences and other educational opportunities to ensure up-to-date and modern skills and knowledge that pertain to the proper execution of the duties and responsibilities of this position.
- Enforces safety and environmental rules and regulations.
- Attends industry-related and civic organization meetings as requested by the City Engineer/Director of Public Works.
- Assists in maintaining and updating the City’s benchmark system.
- Answers engineering division calls and provides information to callers.
- Performs other related duties and assumes other responsibilities as apparent or specifically assigned.
**General Duties of Principal Engineer
- Manages, supervises and contributes to the City’s street reconstruction program: design and plan preparation, construction inspection, public involvement and communication, project and contract management, technical investigation and evaluation, permitting, surveying, records maintenance and record drawing production and maintenance.
- Coordinates activities with other departments, consultants, utility companies, and other governmental agencies in conjunction with City projects.

- Answers engineering division calls and provides information to callers.
- Assists in maintaining and updating the City’s benchmark system.
- Provides technical assistance to contractors and the public regarding standards, practices, benchmarks, as-builts, etc.
- Represents the Engineering division in dealings with the public, presenting and explaining various assigned projects at public meetings and in direct personal contacts.

Qualifications – Assistant City Engineer
- Bachelor’s degree in civil engineering from an accredited college or university.
- Five (5) years’ work experience in design and construction of municipal engineering projects.
- Professional registration in the state of Minnesota or ability to obtain same within six months.
- Valid Driver’s license, and ability to obtain Minnesota license within six months of hire
- Must have the ability to walk over rough terrain during site inspections and the ability to lift a 35 pound object to a height of five (5) feet.
- Must have the ability to move about City facilities or the community to manage projects as assigned.
Qualifications – Principal Engineer
- Bachelor’s degree in civil engineering from an accredited college or university.
- Three (3) years’ work experience in design and construction of municipal engineering projects.
- Professional registration in the state of Minnesota or ability to obtain same within two years.
- Valid Driver’s license, and ability to obtain Minnesota license within six months of hire
- Must have the ability to walk over rough terrain during site inspections and the ability to lift a 35 pound object to a height of five (5) feet.
- Must have the ability to move about City facilities or the community to manage projects as assigned.
