Job Description

Position Summary:

The Vehicle Programs and Services division is responsible for the development of national standards and best practices, interoperability framework, guidance documents and model legislation, and optional centralized services including implementation, and operations of the Electronic Titling program. In addition, the division is also responsible for the BPEVR and ELT programs.

The Program Manager, Electronic Titling Industry & Stakeholder Engagement will serve as the primary external-facing representative of AAMVA's Electronic Titling program, building and managing strategic relationships with industry stakeholders including independent vehicle dealer associations, vehicle finance and lending associations, original equipment manufacturers (OEMs), auction houses, U.S. Customs and Border Protection (CBP), data providers, and other related associations and federal agencies. This position is responsible for growing and managing AAMVA's external industry network as the Electronic Titling program scales, representing AAMVA at industry events and serving as a strategic liaison between external stakeholders and AAMVA's Electronic Titling program. This position demands strong relationship-building skills, credible knowledge of the vehicle titling and dealer/finance industries, public speaking and representation ability, and the capacity to translate external stakeholder input into strategic recommendations for the Electronic Titling program.


Essential Duties and Responsibilities:

  1. Strategic Planning & Vision Development (25%)
  • Develop a comprehensive strategy for growing and managing AAMVA's external industry stakeholder network in support of Electronic Titling program objectives
  • Work with the Program Manager, Electronic Titling and VP, Vehicle Programs & Services to align external stakeholder strategy with the program's overall strategic plans and roadmaps
  • Monitor industry trends, competitive developments, and stakeholder priorities among dealer associations, lenders, OEMs, and data providers to inform program direction
  • Recommend strategic opportunities for expanding AAMVA's external partnerships and industry relationships as the program grows
  • Develop communication strategies that align external stakeholder expectations with program objectives
  • Clear working understanding of AAMVA's Electronic Titling program, framework, and business solutioning, with the ability to translate program details into terms external stakeholders can understand and act on

    1. External Stakeholder Engagement & Relationship Management (35%)
  • Serve as AAMVA's primary point of contact for independent vehicle dealer associations, vehicle finance and lending associations, OEMs, auction houses, CBP, data providers, and technology vendors
  • Build and maintain strategic, ongoing relationships with external stakeholders at scale
  • Facilitate meetings and working sessions with external stakeholders to discuss laws, rules, policies, and processes that impact vehicle titling
  • Coordinate with the Program Manager, Electronic Titling and Program Analyst to ensure external stakeholder input is incorporated into program planning and state-facing resources
  • Serve as a resource and liaison connecting external stakeholders with the appropriate internal AAMVA staff, committees, and working groups
  • Identify and cultivate new external partnerships to support program growth

    1. Public Representation, Events & Conferences (25%)
  • Serve as the external face of AAMVA's Electronic Titling program at industry conferences, workshops, and stakeholder events
  • Represent AAMVA in public speaking engagements, panels, and presentations to external audiences
  • Plan and lead large-scale external stakeholder engagement at conferences and events, in coordination with Program Analyst support on AAMVA-hosted member events
  • Coordinate with Communications on external messaging, media engagement, and public materials related to Electronic Titling
  • Build and maintain AAMVA's visibility and reputation among external industry audiences

    1. Budget & Travel Management (15%)
  • Develop and manage the budget for external stakeholder engagement activities, including travel, events, and related expenses
  • Track and report financial performance against budget with regular variance analysis
  • Recommend budget allocations for external engagement priorities
  • Manage travel planning and logistics to support extensive external stakeholder engagement

    Formal Education:

    Four-year degree from an accredited college or university, or equivalent professional experience.

    Knowledge, Skills and Abilities Required:

  • Minimum of ten (10) years of relevant experience with minimum five years (5) of external relations, stakeholder engagement, or program management experience
  • Demonstrated experience building and managing relationships with industry associations, private-sector stakeholders, or federal agencies
  • Knowledge of vehicle titling, dealer licensing, or vehicle finance industries
  • Extensive experience in public speaking, presentations, and representing an organization before large and varied audiences
  • Excellent verbal and written communication skills, with ability to engage diverse external audiences
  • Ability to create and edit project deliverables, technical documents, and presentations using the MS Office Suite
  • Ability to develop, track and report on a budget, including basic expense tracking and variance reporting
  • Demonstrated ability to coordinate effectively with internal program management peers and cross-functional teams
  • Ability to travel extensively (50% of allocated work time)
  • Knowledge of the political and legislative process (Desired)

    Salary Range: $127,296 To $185,094 Annually

    The expected hiring range for this position has been provided. Actual pay will be determined based on the candidate's experience, qualifications, specific skill sets, and geographic work location.
