Job Description

Description:

Provides facilitation, coaching, coordination, and continuous improvement leadership for Agile teams delivering complex technology and digital solutions within a federal government environment. This role guides teams in effectively applying Scrum and Agile practices while maintaining focus on delivery priorities, customer requirements, and project objectives. Promotes predictable delivery by facilitating planning and review activities, improving transparency, and helping teams identify and overcome obstacles that may affect performance or progress.

Works closely with product owners, project managers, developers, analysts, business stakeholders, and other team members to coordinate priorities, dependencies, and delivery activities across technical and functional workstreams. Facilitates Agile ceremonies, monitors team progress and delivery metrics, and fosters an environment of communication, accountability, collaboration, and continuous improvement. Helps teams adapt to evolving requirements and priorities while maintaining alignment with technical objectives, established processes, and customer expectations.

Key Responsibilities:

  • Facilitate Sprint Planning, Daily Scrums, Backlog Refinement, Sprint Reviews, Sprint Retrospectives, and other Agile working sessions required to maintain effective delivery.
  • Coach team members and stakeholders on Scrum principles, Agile practices, team accountability, collaboration, and continuous improvement.
  • Identify and help remove impediments affecting team performance, escalating unresolved issues and coordinating solutions when dependencies extend beyond the immediate team.
  • Support Agile delivery of technology-focused initiatives within a federal environment, including applications, information systems, digital services, content management, and related IT solutions.
  • Coordinate closely with product owners, project managers, developers, analysts, and business stakeholders to clarify priorities, maintain backlog readiness, and manage cross-team dependencies.
  • Track and communicate sprint goals, team progress, delivery metrics, risks, blockers, and improvement actions to promote transparency and informed decision-making.
  • Facilitate coordination across multiple teams and workstreams when shared resources, technical dependencies, or competing priorities affect successful delivery.
  • Use retrospectives, delivery trends, and team feedback to identify process improvements and help teams implement and sustain agreed-upon actions.
Requirements:
  • Undergraduate degree in Management, Computer Science, Engineering, a related technical discipline, or equivalent professional experience.
  • At least one industry-recognized Agile or Scrum certification, such as CSM, CSPO, SAFe Scrum Master, PMI-ACP, or equivalent.
  • Minimum of five years of progressive experience supporting or leading Agile/Scrum teams within federal government environments.
  • Demonstrated ability to facilitate complex Agile initiatives, coordinate multiple teams, and remove impediments in a fast-paced federal environment.
  • Experience supporting Agile delivery of technology, application development or modernization, digital services, information systems, or related IT initiatives.
  • Strong facilitation, coaching, communication, conflict-resolution, problem-solving, and stakeholder-management skills.
  • Ability to successfully complete applicable federal suitability and background investigation requirements.
