Senior Director of Business Development-CT2 Programs

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Director of Business Development – C2 Programs based in the United States.

This is a senior growth and business development leadership role focused on expanding advanced military training capabilities across U.S. defense markets. You will own the C2 opportunity pipeline and help translate emerging training technologies into funded programs and long-term customer relationships. The role spans customer engagement, opportunity shaping, capture strategy, acquisition planning, and contract growth. You will work directly with senior military leaders, requirements organizations, acquisition teams, training commands, industry partners, primes, and integrators. Success requires a strong understanding of defense acquisition and military training environments, combined with the ability to communicate the operational value of innovative technologies. This is a remote opportunity with significant influence over market strategy, partnerships, and future growth.

Accountabilities:
  • Develop and execute a comprehensive C2 business development strategy aligned with organizational growth objectives and priority military training markets.
  • Own the military training opportunity pipeline and bookings plan, including qualification, pipeline health, probability-weighted forecasting, capture strategy, and annual growth targets.
  • Shape customer requirements early in the acquisition lifecycle to align training and readiness needs with available capabilities.
  • Drive opportunities from customer discovery and demonstrations through validated requirements, funded programs, acquisition strategy, contract award, and transition to execution.
  • Manage the complete business development lifecycle, including opportunity identification, qualification, capture, proposal support, negotiations, contract award, and transition.
  • Establish trusted relationships with senior military leaders, requirements organizations, acquisition offices, program offices, training commands, industry partners, primes, and systems integrators.
  • Expand opportunities across U.S. military services, joint organizations, special operations, and applicable allied or partner-nation training customers.
  • Build detailed customer maps and engagement strategies spanning operational, requirements, acquisition, budget, contracting, and technical stakeholders.
  • Own competitive and market intelligence, including customer budgets, acquisition timelines, incumbent training architectures, competitor positioning, and potential teaming opportunities.
  • Develop partnership and ecosystem strategies, determining when to prime, subcontract, team, or integrate within broader training-system architectures.
  • Collaborate with product, engineering, programs, marketing, finance, contracts, and executive leadership to align customer requirements, capture strategies, and technology roadmaps.
  • Develop compelling business cases and value propositions connecting advanced training capabilities to measurable improvements in training effectiveness, readiness, cost, throughput, and operational outcomes.
  • Provide accurate pipeline forecasts, weekly leadership updates, and quarterly business development reports.
  • Strengthen business development processes, including CRM discipline, opportunity qualification, formal capture methodologies, proposal workflows, and lessons learned.
  • Build a qualified and executable opportunity pipeline tied to measurable bookings and revenue goals, while converting customer interest and demonstrations into validated requirements, funded opportunities, and contract awards.
Requirements
  • 10+ years of progressively responsible experience in business development, capture, military training, acquisition, or the defense industry, including meaningful leadership responsibility.
  • Demonstrated success developing and capturing large-scale Department of Defense training, simulation, readiness, or emerging-technology opportunities.
  • Strong understanding of DoD requirements, acquisition, budgeting and POM processes, appropriations, and contracting pathways, including SBIR, OTA, IDIQ, and FAR-based acquisitions.
  • Demonstrated ability to transition emerging defense technologies from prototypes, demonstrations, experimentation, or pilots into funded programs, production environments, training deployments, or scalable contract vehicles.
  • Strongly preferred experience with modeling and simulation, flight or operational training, live/virtual/constructive (LVC) systems, synthetic training environments, distributed mission training, or military training ranges.
  • Working knowledge of military training architectures, training syllabi, readiness requirements, training systems, and methodologies used to measure training effectiveness and mission readiness.
  • Ability to independently engage with and brief senior military leaders, flag and general officers, SES leaders, PEO/PM leadership, acquisition executives, operational commanders, and senior industry executives.
  • Strong capabilities in customer mapping, stakeholder engagement, opportunity shaping, business case development, and capture strategy.
  • Familiarity with Shipley or a comparable formal capture methodology.
  • Demonstrated proposal leadership experience across both nontraditional and traditional FAR-based acquisition processes.
  • Experience developing relationships and teaming strategies with DoD acquisition offices, primes, integrators, and technology partners.
  • Technical fluency in augmented reality (AR), extended reality (XR), LVC, simulation, and advanced training technologies, with the ability to clearly explain their operational value without requiring expert-level engineering knowledge.
  • Exceptional executive communication, presentation, negotiation, relationship-building, and interpersonal skills.
  • Preferred experience in senior military leadership, operational training, instructor roles, requirements, acquisition, or program management.
  • Established credibility and relationships within U.S. military training, readiness, simulation, and acquisition communities are highly valued.
  • Experience supporting joint, multi-service, or allied training programs is preferred.
  • Demonstrated success taking a new or disruptive defense capability from initial customer interest through sustained funding and contract growth.
  • U.S. citizenship and the ability to obtain and maintain a U.S. security clearance.
