San Diego Youth Services seeks a Data Manager in the Quality Management program to be based in San Diego. This is a full-time & exempt position reporting to the Chief Program Officer.

San Diego Youth Services: Who we are

San Diego Youth Services has helped improve the lives of more than 840,000 homeless, runaway and vulnerable youth since its beginning in 1970. We provide safe places to live and long-term solutions through shelter, foster homes, community centers and housing to more than 28,000 youth every year at 100+ community and school locations. Through prevention, early intervention and treatment, we also help youth before they need higher levels of care or become homeless.

We aim to:

  1. Meet the basic needs of youth. Hunger, poverty and youth homelessness are on the rise for many youth and their families today. We help meet these basic needs for youth. What could be more vital than food and shelter? We provide safe places to live and long-term solutions through shelter, foster homes, community centers and housing.
  2. Create positive connection. We help youth focus on positive life changes and healthy relationships as part of providing needed resources and services. San Diego Youth Services has long provided foster homes and adoption support services for families considering adopting a youth in the foster care system.
  3. Help youth develop life skills. In addition to a range of safe and stable housing options, we offer support to help youth develop the independent living skills necessary to become self-sufficient and keep off the streets.
  4. Promote overall health and well-being. Early intervention and care for the whole child are critical. We provide a broad continuum of services to help youth overcome trauma and challenges that put them at risk, including case management, counseling, mental health treatment and educational support and resources.

SDYS has a staff of approximately 250 employees and 80 volunteers working across San Diego County and an annual budget of approximately $24 million.

CONTEXT OF THE POSITION:

The Data Manager is responsible for overseeing the collection, quality, integrity, analysis, and reporting of program data across multiple electronic health records (EHRs), databases, and reporting platforms. This position plays a critical role in monitoring program performance and outcomes by developing reports, dashboards, and data analyses that support operational excellence, quality improvement, contract compliance, and informed decision-making. The Data Manager ensures the accuracy, consistency, security, and integrity of organizational data while collaborating with program leadership to identify trends, measure outcomes, address data quality issues, and improve reporting processes. The position serves as a subject matter expert for SDYS' data systems, providing technical support, user training, and guidance to staff on data entry standards, reporting requirements, and best practices. Additionally, the Data Manager works closely with program, quality improvement, and leadership teams to ensure timely reporting to funders and stakeholders and to support the organization's data-driven approach to improving services and outcomes.

ESSENTIAL FUNCTIONS:

  • Manage and oversee data collection, validation, integrity, and quality across multiple electronic health records (EHRs), databases, and reporting platforms to ensure accurate and reliable program data.
  • Develop, monitor, and distribute routine and ad hoc reports, dashboards, and performance metrics that support program operations, contract compliance, quality improvement, and organizational decision-making.
  • Monitor program outcomes and key performance indicators (KPIs), identify trends, data gaps, and areas for improvement, and collaborate with program leadership to develop data-informed solutions.
  • Ensure timely, accurate, and complete data entry by establishing data quality standards, conducting routine audits, and working with program staff to resolve discrepancies.
  • Collaborate with program leadership, Quality Improvement, and Information Technology teams to improve data collection processes, reporting capabilities, and system functionality.
  • Develop, maintain, and update data dictionaries, reporting procedures, user guides, and training materials.
  • Provide training and ongoing technical assistance to staff on electronic health records, data entry standards, reporting requirements, and best practices.
  • Ensure compliance with HIPAA, contractual reporting requirements, organizational policies, and applicable federal, state, and local regulations governing data privacy and security.
  • Support funder reporting, audits, accreditation activities, and quality improvement initiatives by preparing accurate and timely data analysis and documentation.
  • Evaluate opportunities to improve reporting efficiency through automation, dashboards, and enhanced data visualization tools.
  • Maintain current knowledge of enhancements, updates, and best practices related to the organization's electronic health records, reporting platforms, and business intelligence tools.
  • Perform other duties as assigned.

REQUIREMENTS AND QUALIFICATIONS:

  • BA/BS statistical degree preferred.
  • Experience with various EHRs, Homeless Management Information System and/or data maintenance, scrubbing, reporting software is preferred.
  • An affinity with working with databases is required.
  • Ability to work unsupervised taking responsibility for own actions.
  • The Candidate must work precisely according to procedures, rules and regulation with the ability to recognize recurring issues, analyze their causes and reach a solution.
  • Excellent verbal and written communication skills required.

Must also have:

  1. Extreme attention to detail, Strong Internet skills.
  2. Experience with Microsoft Office, especially Excel.
  3. Experience with database management and report generation.
  4. Ability to manage multiple priorities and tasks.
  5. Strong verbal, interpersonal, and written communication skills.
  6. Be detail-oriented.
  7. Ability to work independently and manage time effectively.

PHYSICAL REQUIREMENTS:

Ability to sit/stand at a desk for extended periods of time.

SUPERVISORY RESPONSIBILITIES: This position does not have supervisory responsibilities.

Salary Range: $75,600 - $89,200
