Founded in 1927 as a division of Pan American World Airways, Avports is an experienced and trusted airport manager and operator. Today, the company operates with over 650 staff (of which approximately 300 are unionized) at 14+ airports across the US and the Caribbean, with that number slated to grow to 800 during the next year with the addition of new airport projects.

Avports has historically managed and operated a portfolio of airport operations and maintenance (O&M) and public-private partnership (P3/PPP) contracts at more than 30 US airports. These airports have diverse operations, encompassing commercial and general aviation airports, passenger terminals, joint-use airports, heliports, NASA facilities, and spaceports. The company is working to integrate electric aviation, hydrogen fuel cells, and zero-emission decarbonization concepts in existing airport environments.

Tweed-New Haven Airport (HVN) is undertaking a major capital improvement project with a new 84,000-square-foot terminal and extended runway—a project that will support thousands of local jobs, strengthen the regional economy, and unlock new opportunities with every destination. As of Summer 2025, the new terminal has reached 60% Design—a key milestone in layout development, systems planning, and architectural design. While many core elements are in place, the design remains subject to change as we refine details and incorporate feedback on the path to final design.

Job Summary

Under the direction of the Human Resources Manager, administrative support for human resources and administrative operations. Perform routine tasks to ensure compliance with company policies and applicable employment laws while maintaining accurate records, supporting employee programs, and facilitating efficient HR processes.

Minimum high school diploma, and three (3) years of related experience, preferably in a transportation, aviation, municipal, or other highly regulated environment. Associate's degree in a related field is preferred, and equivalent combinations of education, training, and experience may be considered.

Regular, full-time, non-exempt position working on-site, reporting to the Human Resources Manager. Must be able to meet and maintain all airport security, badging, and access requirements applicable to the position.

Essential Job Functions

Human Resources Administration

• Coordinate and support recruitment, onboarding, personnel administration, and employee communications.

• Ensure employee records, personnel transactions, and HR documentation are maintained accurately and confidentially.

• As directed, perform HR processes for compliance to company policies, airport requirements, and applicable employment laws.

• Serve as a resource for routine employee and manager inquiries, escalating complex matters as appropriate.

Payroll, HRIS & Workforce Data

• Coordinate payroll-related activities and audits employee data, timekeeping, and personnel actions for accuracy.

• Maintain employee information within HRIS and learning management systems.

• Prepare workforce, attendance, turnover, and other HR reports to support management decision-making.

• Support data integrity, reporting, and compliance within HR systems.

Benefits & Leave Administration

• Coordinate employee benefit enrollment, changes, and annual open enrollment activities.

• Support the administration and tracking of leave programs and attendance-related processes.

• Maintain leave records and documentation to ensure compliance with applicable requirements.

• Assist employees and managers with benefits and leave-related inquiries.

Compliance & Employee Records

• Maintain personnel files, compliance documentation, training records, and airport badging records.

• Support compliance with federal, state, local, and company employment requirements.

• Coordinate workers' compensation administration, required training, certifications, and record retention activities.

• Assists with compliance reviews, audits, and corrective action follow-up.

Employee Engagement & Training

• Coordinate employee communications, training programs, recognition initiatives, and engagement activities.

• Support employee meetings, orientations, and workforce development efforts.

• Assist with programs that promote employee engagement, retention, and organizational effectiveness.

Administrative & Operational Support

• Provide administrative and project support to the Human Resources Manager and airport leadership team.

• Coordinate meetings, reports, presentations, correspondence, and special projects.

• Support office operations, vendor coordination, purchasing processes, and records management.

• Maintain confidentiality while supporting efficient and compliant HR and airport operations.

• Perform other related duties assigned by senior management.

Required Qualifications

Education & Experience

• Minimum: High school diploma or equivalent (GED) required. Relevant industry experience, vocational training, military experience, or other comparable qualifications may be considered in lieu of certain educational requirements where appropriate and permitted.

• Minimum: Three (3) years of demonstrated experience in a similar position, preferably in transportation, aviation, municipal, or safety-sensitive and highly regulated environment.

• Preferred: Associate’s degree in human resources, business administration, office administration, or a related field strongly preferred.

Technical Skills & Abilities

• Aptitude and introductory proficiency in ADP required (on/offboarding, time and attendance, payroll, reporting, benefits administration, and system management).

• Compliance: Some knowledge of federal, state, and local employment laws, and policy administration including local wage, hour, leave laws, including FLSA classification, and recordkeeping requirements. Ability to support internal HR audits.

• HR knowledge: Ability to understand and begin to apply/support the full employee lifecycle, ensuring alignment between HR strategy and business needs

• Performance and employee relations: Support administration of performance appraisal, improvement, and corrective action/discipline programs

• Workforce planning: Support application of consistent job architecture, position management, and workforce analytics

• Software & tools: Intermediate level Microsoft Office Suite (Excel, Word, Outlook, PowerPoint, Teams)

• Must speak, read, understand, and write fluently in the English language. Bilingual Spanish skills are a plus.

Work Authorization & Travel Requirements

• Must be at least eighteen (18) years of age, and legally authorized to work in the United States without sponsorship.

• Must possess and maintain a valid local driver's license and obtain and maintain all company and airport access requirements to perform assigned job duties. Includes access to secure, restricted, or operational areas when required, and pass all mandatory pre-employment and ongoing drug and alcohol screenings.

• Minimal travel may be required for training or operational support.

• Primarily office-based, with occasional travel to airport sites

• Employees must reside within reasonable commuting distance of the primary work location

• Regular use of hands and fingers to operate computer equipment and office devices

• Occasionally lifts or moves objects up to 25 pounds

• Must be able to navigate office environments and airport operational sites as needed

• Flexible to work occasional extended hours

• While office work is sedentary, tasks at operational sites require mobility, including standing, walking, bending, kneeling, stooping, and crouching
