Project Manager - CBOC Consultant

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Project Manager - CBOC Consultant based in United States.

This role offers the opportunity to lead the successful launch and operational activation of critical healthcare facilities supporting veteran care delivery.
The position requires a strategic and hands-on leader who can coordinate complex healthcare mobilization efforts from contract award through full operational readiness.
You will oversee multidisciplinary teams, manage transition activities, and ensure clinics meet regulatory, operational, and quality standards.
Working closely with healthcare, government, and operational stakeholders, you will drive execution across staffing, facilities, technology, compliance, and patient care workflows.

Accountabilities:

The Project Manager - CBOC Consultant will serve as the senior operational leader responsible for planning, coordinating, and executing clinic stand-up and transition activities. This role requires strong program management expertise, healthcare operations knowledge, and the ability to align multiple teams toward successful clinic activation.

  • Lead overall clinic stand-up and transition-in activities, ensuring operational readiness within established timelines and performance expectations.
  • Develop and execute detailed mobilization plans, including work breakdown structures, integrated schedules, readiness milestones, and operational tracking tools.
  • Coordinate clinic activation activities, including workforce onboarding, credentialing, privileging, facility readiness, equipment deployment, and IT connectivity.
  • Provide subject matter expertise in primary care operations, patient flow models, and healthcare team workflows to support successful go-live execution.
  • Direct cross-functional teams across clinical operations, human resources, recruiting, facilities, logistics, technology, and compliance functions.
  • Ensure clinics are prepared for inspections, accreditation reviews, and regulatory assessments by identifying and resolving readiness gaps.
  • Serve as the primary point of contact for government stakeholders during transition phases, readiness reviews, and early operational periods.
  • Oversee post-launch stabilization efforts, including patient volume ramp-up, staffing optimization, and operational performance monitoring.
  • Establish governance frameworks including risk registers, issue tracking, readiness checklists, SOPs, and performance dashboards.
  • Proactively identify and mitigate operational risks related to staffing, facilities, equipment, compliance, and implementation timelines.
Requirements:

The ideal candidate is an experienced healthcare program leader with a strong background in operational transformation, clinic implementation, and project delivery within regulated healthcare environments. They should demonstrate excellent leadership, communication, and stakeholder management capabilities.

  • Bachelor’s degree required; Master’s degree in Healthcare Administration, Public Administration, Organizational Leadership, or a related field preferred.
  • 10+ years of experience in healthcare operations, program management, or complex project leadership.
  • Demonstrated experience leading healthcare clinic stand-ups, transition-in activities, mobilization efforts, or similar operational launches.
  • Proven ability to deliver healthcare facilities from initial planning through operational go-live under aggressive timelines.
  • Experience managing staffing onboarding, credentialing, privileging, and workforce expansion in regulated healthcare settings.
  • Strong understanding of healthcare operations, primary care delivery models, and accreditation standards such as Joint Commission requirements.
  • Experience managing large-scale healthcare operations, contracts, or multi-million-dollar programs.
  • Executive-level communication skills with experience presenting updates and solutions to government or senior leadership stakeholders.
  • Experience supporting VA healthcare programs, CBOC operations, or federal healthcare environments preferred.
  • Ability to manage multiple priorities, coordinate geographically distributed teams, and drive results in complex environments.
  • Experience with structured transition methodologies, Lean, Agile, or healthcare mobilization frameworks is a plus.
