Overview

This is a full-time, hybrid career opportunity based out of our Administrative Services Center location in East Petersburg, PA.

Manages Fulton Financial Corporation's Wire Transfer System. Establishes policies and procedures to ensure customer domestic wire transfers are performed according to risk management controls. Responsible for system level administration and maintenance of application servers, web servers, and communication equipment within the wire transfer infrastructure. Manage daily operations for Wire Transfer processing and ensuring all Service Level Agreements for our business partners are achieved. Responsibilities

  • Responsible for monitoring the Domestic Wire Transfer System In House, other vendor releases and related regulatory changes. Manage all system required testing including initial testing, regression testing and cross application testing based on said releases and upgrades and modifications, assist with development of requirements for system. Maintain working knowledge of Microsoft SQL Server in order to manage the wire transfer systems and communication equipment. Maintain working knowledge of SQL Query to automate database administration tasks. Maintain in depth knowledge of application software capabilities and enhancements for all systems used by the Wire Transfer Department. Act as liaison with Federal Reserve Bank, internal Information Technology staff, software vendors, and data communication vendors to troubleshoot issues, implement software upgrades, and test new system functionality. Manage all applicable bank coding and modifications, serve on appropriate committees and or coordinate corporate communications as appropriate to ensure effective implementation of changes, manage sign off of all Wire Transfer activity in the corporate testing software and review and update all internal department procedures when applicable. Support Managers and staff in reviewing operating policies and procedures to ensure the department tasks are being performed efficiently, cost effectively and accurately. Provide guidance to Fulton Financial Corporation and or affiliate bank staff on procedural changes necessary to accommodate system enhancements, compliance changes or procedural changes. Manage ongoing Wire Transfer system and product implementations to include all technical, procedural, processing, reconcilement risk and controls. Monitor multiple application servers and communication equipment used to process and store wire transfer activity. Research and resolve any system interruptions.
  • Ensures through direct line supervisors and officers, that the department is adequately staffed, trained and structured to provide quality and efficient processing of transactions while delivering quality customer service to both internal and external customers. Recommends alternative staffing solutions or structure to proactively manage an ever changing and ever growing work force dynamic. Establishes, monitors, and manages employee performance to standards by performance feedback to employees. Develops, promotes, and manages a team environment within which employees perform individually and collectively to achieve departmental goals. Develops and implements departmental structure to accommodate succession planning and growth opportunities. Develops managers to deepen and expand the leadership talent pool. Foster a teamwork concept that not only includes supervisors and managers but other departmental employees that can contribute to the overall quality and efficient operations of the department by reviewing, recommending, and implementing new policies and procedures upon management approval. Maintain Sarbanes Oxley Act Requirements and Reconcilements procedures and deadlines to ensure financial soundness for all applications for the affiliates serviced. Works with Product Management to make recommendations to Fulton Financial Corporation Corporate and affiliate management regarding strategies and pricing for new and revised products. Coordinates the development and implementation of new retail and corporate products and services related to the Wire Transfer offerings. Responsible for an active role with Wire Transfer management team to review and recommend new product development and system capabilities to ensure maximum use of systems and efficiencies. Develops, implements, and reviews policies and procedures to ensure the successful operation of Wire Transfers. Ensures through direct line supervisors and officers, that policy and procedure manuals are current and that they are being followed in the processing of daily work. Reviews and recommends improved operating procedures on an ongoing basis, and oversees the implementation of operational procedures. Reviews and recommends appropriate risk policies on an ongoing basis, and overseeing the implementation of approved risk policies. Ensures through direct line supervisors and officers, the appropriate review of settlement and reconcilement of various accounts maintained by the Electronic Services area. Assumes responsibility for the Emergency Recovery Plan for Wire Transfer.
  • Manage the merger and acquisition and conversion process for Wire Transfer by providing necessary support and expertise to the Fulton Financial Corporation Merger and Acquisition team. This includes but is not limited to leading or attending conversion meetings, reviewing edits, first call support and representation, working with the third parties to resolve issues, developing new procedures, providing training information, communicating to affected areas of the bank the tasks that need to be accomplished, communicating new policies and procedures, maintaining supporting documentation.
  • Prepare the annual business unit budget and manage the department within this budget and provide necessary explanations and justifications to controllers and department management as necessary to support the budget. Monthly monitoring throughout the budget year for all areas to ensure to meet overall budget guidelines for all general ledger line items.
  • Serve as first line of defense for Wire Transfer regulatory, and compliance. Stay abreast of all regulatory changes, implement effective monitoring, interact with Corporate or Operations Compliance as indicated and report and remedy any deficiencies. Ensure full compliance, monitoring and reporting for Regulation E Processing, Bank Secrecy Act, Office of Foreign Assets Control Compliance, Sarbanes Oxley Act Compliance and oversee department audit and examinations annually, responding to audit findings and recommendations in a timely manner. Oversee assigned vendor contracts, partner with Vendor Risk Management to obtain appropriate vendor required documents annual and updating in VRM database, manage SLAs, provide continual monitoring for risk and performance and respond to customer complaints as required per Fulton Financial Corporation policy. Responsibilities will also include maintaining and administering risk management controls for the department. In conjunction with other department managers, will review and prepare the annual risk management assessment, quarterly Sarbanes Oxley Act narratives, Bank Secrecy Act RCMs and Policy Procedures and ensure all policies and procedures are being followed and the department remains in compliance with all federal, state and Sarbanes Oxley Act regulations. Ensure all risks associated with Wire Transfer are identified with corresponding controls to mitigate all Financial, Operational and Reputational risk to Fulton Financial Corporation. Ensure wire transfer procedures and policies are being followed in accordance with Fulton Financial Corporation Risk Management Policy, regulatory requirements, Office of Foreign Assets Control updates, Uncollected Funds Policy, and password utilization and controls. Coordinate processing of large dollar wires in excess of five million with Funds Management and Fulton Financial Corporation Senior Management in accordance with Wire Risk Policy. Maintain High Risk Country and Office of Foreign Assets Control lists as directed by Bank Secrecy Act and Corporate Compliance.



Qualifications

Education

Bachelor's Degree or the equivalent experience. Specialty: Relevant degree pertaining to the essential duties of this role. (Required)
