Position Overview:

ANSER is seeking an Action Officer / Business Operations Analyst Strategic Planner to provide Business Operations and Front Office Support within the Office of the Deputy Assistant Secretary of Defense for Industrial Base Policy (IBP) Global Investment and Economic Security Directorate (GIES). In this role you will provide Program Administration support, including GIES leadership with scheduling and execution of meetings, day-to-day business operations of the office, communication with program stakeholders, leadership correspondence, and Congressional task tracking.

Day to Day Responsibilities:

  • Support GIES executive leadership in all task areas as directed, and in managing and providing oversight of specific industrial base initiatives, task forces, interagency initiatives, and operational activities.
  • Provide executive administrative support to the GIES Principal Director, Chief of Staff and Deputy Directors, such as process and project administration, agenda management, schedule/meeting management, information management, logistics & travel management, customer relationship management.

  • Executive secretariat functions; correspondence control, managing, coordinating, routing all staffing packages for approvals for the GIES directorate.
  • quality assurance on all products prior to dissemination.
  • assist government site/office managers with administration and operational activities such as facilities management, security management, escorting visitors, records management, on-boarding/off-ramping of GIES personnel, and communication management.
  • Provide business process management analysis support by assessing current GIES processes, analyzing them for effectiveness, highlighting potential bottlenecks, roadblocks, and major problem areas, including mitigation and streamlining recommendations.
  • Provide recommendations for business process improvements, develop and execute implementation plans.
  • Develop and maintain standard operating procedures and GIES operations.
  • Develop, manage, and provide business processes and procedures training.
  • Provide task management support by developing a mechanism for tracking all GIES taskers from initiation through to closure.
  • Provide effective financial management create/manage comprehensive budgets, prepare/present financial reports to stakeholders, implement strategies to monitor/control expenses, identify cost-saving opportunities, ensure financial regulation adherence, assess risks, develop mitigation strategies, align financial management with overall objectives.
  • Analyze and assess statues, congressional affairs actions, and other congressional matters for impact on GIES. Coordinate, consolidate and draft responses to congressional letters, inquiries, and requirements for GIES.

Required Qualifications:

  • Active TOP SECRET/SCI eligible clearance
  • Bachelors degree
  • 4 + years relevant business operations and front office experience
  • Experience preparing and conducting business analyses and studies, needs assessments, requirements analysis/definition, and cost/benefit analyses to align business systems, solutions and initiatives.
  • Experience preparing forecasts, analyzing trends, and reporting regulations and business conditions.
  • Experience developing and analyzing metrics, performance measurements, requirements, reports and recommendations related to management, organizational structure, policy/procedures and business systems.
  • Experience identifying potential business risks, such as business performance, business and economic case analysis, internal control, and enterprise risk assessment.
  • Prior experience with employing an agile, coordinated, responsive, and flexible approach to supporting Government leads responses to GIES ad-hoc assignments. This includes establishing a working timeline, using industry best/proven practices to understand the problem and objective, collecting data, considering alternatives, and providing output or recommendations.

Preferred Qualifications:

  • Strong interpersonal/social skills
  • Exceptional written and verbal communication skills
  • Demonstrated experience operating within the Department of Defense (DoD), the Industrial Base Policy or a similar, strategic-level staff environment
  • Proven ability to brief, interact with, and provide counsel to senior military leaders, including Flag and General Officers
  • Experience supporting on-site implementation of project plans and process improvement initiates ensuring objectives are met.
  • Professional certification as a Project Management Professional (PMP) a Lean Six Sigma (Green Belt or higher) or a recognized equivalent with a track record of driving successful process improvement initiatives.
