Congressional Affairs Specialist

Brown Technologies is currently seeking a Congressional Affairs Specialist who is a self-starter supporting the U.S. Army’s Portfolio Acquisition Executive Fires (PAE Fires) organization at Redstone Arsenal, Huntsville, Alabama.

DESCRIPTION:

This position provides direct support to the Government Congressional Affairs Officer in executing and coordinating Congressional engagement activities across a complex Army acquisition portfolio. The selected candidate will assist in managing Congressional inquiries, preparing engagement materials, tracking legislative actions, and supporting senior leader engagements. This role requires familiarity with Congressional processes, including authorization and appropriations cycles, and an understanding of how Army acquisition organizations interface with Congress through the Army Secretariat, Army Legislative Liaison (ALL), and DoD stakeholders. This is a hands-on, execution-focused role in a lean office environment, requiring strong writing, coordination, and organizational skills, as well as the ability to respond quickly to high-visibility taskers.

RESPONSIBILITIES:

* Support the execution of Congressional affairs activities, including responses to inquiries, RFIs, Questions for the Record (QFRs), and data calls.

* Assist in the preparation of briefing materials, information papers, fact sheets, and talking points for senior leader engagements.

* Support coordination and execution of Congressional engagements, including CODELs, STAFFDELs, and leadership visits.

* Track and analyze pending and enacted legislation, identifying potential impacts to PAE Fires programs.

* Maintain awareness of Congressional committees and staff interests relevant to Army fires and acquisition programs.

* Coordinate responses across program offices, functional staff, Army Secretariat, and ALL to ensure accuracy and consistency.

* Assist in maintaining records of Congressional engagements, correspondence, and taskers.

* Support development and dissemination of communication products to enhance understanding of PAE Fires programs.

* Coordinate subject matter expert input and consolidate feedback into final, leadership-ready products.

* Support internal planning and execution of Congressional Affairs activities, policies, and processes.

Additional Duties:

* Identify opportunities to improve documentation processes and implement best practices.

* Ensure all materials comply with DoD and Army legislative affairs guidance and security requirements.

QUALIFICATIONS:

Required:

* Bachelor's degree in Political Science, Public Policy, Communications, Business, or related field.

* Minimum of 3-6 years of experience in Congressional affairs, legislative affairs, government relations, or related roles within the DoD or Federal Government.

* Working knowledge of Congressional processes, including authorization and appropriations cycles.

* Experience supporting interactions between Congress and Army or DoD organizations.

* Strong writing and editing skills, with the ability to prepare clear, concise, and accurate communication products.

* Ability to track, organize, and manage multiple high-priority taskers simultaneously.

* Strong interpersonal skills and ability to coordinate across diverse stakeholders.

* Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel).

* Ability to operate effectively in a fast-paced, high-visibility environment.

* Strong organizational skills with the ability to manage multiple concurrent tasks independently.

* Must have a current driver's license.

* Travel: 5-10%.

* Must be a U.S. Citizen with an active DoD Secret clearance upon hire and the ability to maintain it.

Preferred:

* Experience working with or supporting Congressional committees or staff (e.g., HASC, SASC, HAC-D, SAC-D).

* Familiarity with Army acquisition processes and program office operations.

* Experience supporting Army Legislative Liaison (ALL) or OSD Legislative Affairs coordination.

* Knowledge of PPBE processes and funding-related communications.

* Ability to work effectively in a small team environment with minimal supervision.

* Strong analytical skills, including ability to interpret legislation and assess impacts to programs.
