The County of El Dorado, Department of Planning & Building is split into providing multiple services, Building and Planning Services, Code Enforcement, Economic Development and Stormwater. Building services is responsible for permit processing, scheduling and conducting inspections, parcel data, and building codes and policies. Planning Services is responsible for accuracy and upholding ordinances and regulations for land use and development, personal and commercial cannabis guidelines and regulations, update of zoning ordinances as well as has a Planning Commission that is the Board of Supervisor’s advisor on land use planning.
The purpose of Code Enforcement is to protect the health and safety of El Dorado County residents by enforcing minimum standards for property maintenance as well as procedures for abatement of public nuisances.
- Plan, direct, coordinate, and participate in the development, implementation, and maintenance of the Code Enforcement Division, including licensing and licensee compliance, enforcement, and permitting services and activities; assign work activities and projects; monitor and coordinate workflow; review and evaluate work products, methods and procedures.
- Monitor and oversee compliance with local and state offices by coordinating regulatory and policy efforts, communicating, evaluating and implementing best practices, and establishing collaborative relationships with state and federal agencies, external stakeholders and the community.
- Act as a County spokesperson for code enforcement policy and enforcement; prepare and present verbal and written reports to the Planning Commission and Board of Supervisors.
- Select and manage staff, provide training and development opportunities, ensure work is performed effectively in connection code enforcement duties; and evaluate performance in an objective and positive manner.
- Recommend, administer, and implement cannabis policies and procedures for the systematic application of County Code.
- Participate in the selection, supervision, training, and evaluation of professional, technical and administrative support personnel.
- Identify opportunities for improving service delivery methods and procedures; identify resource needs; obtain approval for improvements as needed/required: implement improvements.
- Oversee and participate in the development of the annual budget for assigned program area; participate in forecasting funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
- Lead a coordinate multi-agency task force assigned to the enforcement and regulation of licensed cannabis activities; participate in special projects related to the assigned program area.
- Assist in the development and implementation of departmental goals, objectives, policies, procedures, and work standards.
- Serve as a technical expert to subordinate staff on complex cases.
- Evaluates employee performance; counsel employees, and effectively recommend disciplinary action; assist in selection and promotion. Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
- Direct, monitors, and evaluate the work of assigned consultants and contractors; assist in the development of appropriate contract language; provides clear, concise, and consistent directions; act as a resource and County representative to consultant or contractor regarding administrative and operational policies, procedures, and guidelines.
- Testify in criminal and civil court, administrative hearings, public meetings, and depositions by subpoena as a County representative; conduct follow-up once legal activities have been initiated.
- Prepare a variety of periodic and specialized reports related to code enforcement inspections and activities.
- Confer with other agencies and County departments on disposition of a variety of complaints and code violations.
- Perform related duties as assigned.
THE IDEAL CANDIDATE
The ideal candidate for this position will possess a high degree of professionalism and exhibit proactive management skills to assign work, monitor work performance, recommend personnel actions including disciplinary action, and advise staff on the daily functions, operations, and activities of the Code Enforcement program. The Code Enforcement Manager should be a forward thinking, hands-on individual, with superior leadership, communication and customer services skills, and a desire to build positive relationships with the community, elected officials, County staff and outside organizations. The ideal candidate will develop work plans for assigned staff; solicit input from staff to identify and resolve problems; ensure coverage of staff for all shifts and assignments; review and evaluate service delivery, methods, and procedures. Using a collaborative approach, the ideal candidate will seek feedback from staff and develop recommendations for new policies and process improvement to ensure effective delivery of services. The incumbent will be responsible for coordinating and facilitating the Division’s budget process, financial and statistical reporting, staff training and certifications and staying current on federal, state or local regulations affecting code enforcement.
Human Resources will assess your application to determine if you are minimally qualified using the following recommendations.
A combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying, however, education may not solely substitute for the required experience
Equivalent to an associate’s degree from an accredited educational institution in code enforcement, building industries, construction management, criminal justice, land use, urban, regional or environmental planning, public or business administration or a closely related field;
AND
Four (4) years of increasingly responsible experience performing sensitive and technical investigation and enforcement of regulatory codes, laws and regulations such as zoning enforcement, vehicle abatement, building inspection, environmental health inspection, law enforcement, code enforcement or related activities including two years of journey-level code enforcement experience at a level equivalent to the County's class of Code Enforcement Officer II.
AND
One (1) year supervisory experience.
- Possession of, or ability to obtain and maintain, a valid California or Nevada Driver’s License and a satisfactory driving record.
- Possession of a certificate of Beginning Module Code Enforcement Officer training by an accepted state or national Code Enforcement organization is required within twelve (12) months of appointment. The certificate must be maintained.
- Possession of a certificate of Intermediate Module Code Enforcement Officer training is required within twelve (12) months of appointment. The certificate must be maintained.
- Possession of a Certificate of Completion of Penal Code § 832 Course in Arrest, Search and Seizure issued by California Commission on Peace Officer Standards and Training within twelve (12) months of appointment.

The County of El Dorado is recruiting applicants for Code Enforcement Manager. This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
