Position Overview

The Program Specialist serves as a key driver of project execution within a broader program, responsible for planning, coordinating, and delivering cross-functional initiatives. This role ensures projects are completed on time, within scope, and aligned with organizational objectives. Acting in a project management capacity, the Program Specialist partners with internal teams, external vendors, and stakeholders to manage timelines, mitigate risks, and support successful implementation and ongoing performance.

This person reports to the Director of Medicare Program Management.

Job Description

· Lead project execution for assigned initiatives, including defining scope, timelines, milestones, and deliverables

· Coordinate cross-functional teams (e.g., operations, IT, compliance, vendors) to ensure alignment and timely delivery

· Develop and maintain project plans, tracking progress against key milestones and adjusting as needed

· Manage stakeholder communication, providing regular status updates, reporting, and escalation of risks/issues

· Identify and mitigate risks, proactively addressing potential delays or operational impacts

· Facilitate meetings and working sessions, ensuring clear documentation of decisions, actions, and next steps

· Oversee implementation and go-live activities, including post-deployment monitoring and issue resolution

· Ensure compliance with organizational and regulatory requirements, as applicable

· Analyze performance metrics and outcomes, recommending process improvements and optimization opportunities

· Maintain documentation including project artifacts, SOPs, and reporting dashboards

· Ability to travel, only as needed.

Requirements:

Minimum Qualifications

· Bachelor’s degree in Business, Healthcare Administration, Information Systems, or related field (or equivalent experience)

· 2–5+ years of experience in program coordination, project management, or operations at a health plan/MAPD required

· Demonstrated ability to manage multiple projects and priorities simultaneously

· Strong organizational, analytical, and problem-solving skills

· Experience working with cross-functional teams and external stakeholders

· Excellent communication and presentation skills

· Proficiency in project management tools (e.g., Excel, Project, Smartsheet, Jira, or similar)

Preferred Qualifications

  • Experience in regulated industries (e.g., healthcare, state program, etc.)
  • Familiarity with project management methodologies (Agile, Waterfall, or hybrid)
  • PMP, CAPM, or equivalent certification (preferred but not required)

Professional Competencies

  • Proficient in Microsoft Suite (Excel, PowerPoint, Project, Outlook, Word, Visio, etc.)
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.

Supervisory Responsibilities.

This job has no direct supervisory responsibilities but will be required to perform as a team leader and act as a backup for the team’s manager.

Job Type: Full-time employment
Location: Huntington Beach, CA (100% onsite)

Compensation Range:

$80,000 – 100,000 annually

Actual compensation offered will be determined based on experience, qualifications, skills, internal equity (if available), and geographic location. This position may also be eligible for performance-based incentive compensation and benefits.

Schedule:

  • Full-time onsite (100% in-office)
  • Hours of operations: 9am – 6pm
  • Standard business hours Monday to Friday/weekends as needed
  • Occasional travel may be required for meetings and training sessions.

  • Reliably commute or planning to relocate before starting work (Required)

PHYSICAL DEMANDS

Regularly sit/walk at a workstation in an office or cubicle setting. Must occasionally lift and/or move up to 25-50 pounds.
