The Kewa Pueblo Health Corporation (KPHC) is established for the purposes of carrying out the vision and mission of the Santo Domingo Health Center (SDHC). POSITION PURPOSE:


The Director of Nursing (DoN) provides leadership in planning, implementing, and evaluating focuses and processes that incur within the outpatient clinics daily functions. In coordination with the CMO, the DoN develops and implements policies and procedures that sustain quality patient care and productivity margins. Creates venues for education, collaborates interdepartmentally to reinforce networking resources, and defines priorities in operational areas. Provides organizational support in focus of excellence and mentorship, in collaboration with the CMO.

  • ESSENTIAL DUTIES, FUNCTIONS & RESPONSIBILITIES:

  • Incumbent is responsible for management and oversight of the nursing staff, including the quality of care provided.
  • Provides leadership and management in maximizing human and material resources, quality standard of patient care and practice, maintenance and problem resolution of the health center nursing program.
  • Facilitates the team concept in the decision-making process and assures compliance with the health center-wide Performance Improvement/Quality Assurance Program, AAAHC, and identifies opportunities for client care and client process improvements.
  • Clinical
  • Works on special projects related to patient care, upholding the standards, in collaboration with the CMO.
  • Serves as patient advocate by assisting patients with information needed to make their health care decisions, implements health care plans and seeks medical assistance.
  • Maintains professional licensures and competence through participation in education relevant to ambulatory nursing practices and maintaining annual competency documentation.
  • Uses the nursing process to determine delivery of nursing services in accordance with departmental practices.
  • Recognizes and assists with the stabilization of emergency patients and preparation of patients for transport to higher care level facility.

  • Supervisory/Administrative:

  • Reports to the Chief Medical Officer.
  • Analyzes and evaluates the overall nursing program, the application of approved nursing standards, techniques and procedures, including the maintenance of nursing records and reports.
  • Evaluates staffing requirements, abilities of personnel, and other factors in order to provide nursing care to all areas of the Health Center.
  • Analyzes and evaluates nursing program needs: formulates and implements plans of action to effectively utilize resources. Interprets and reports patient’s classification and staffing statistics to administration. Prepares nursing component of the Annual Medicare/Medicare Plan and prepares the annual nursing budget for personnel and training costs, as well as nursing components of biomedical supplies and equipment purchases and service.
  • Administers disciplinary actions such as suspension, removals, warnings, official reprimands, etc. Recommends approval and/or refers to higher-level management in cases requiring higher-level decisions.
  • Assigns work to nursing staff in an efficient, equitable and selective manner to achieve satisfactory quality of patient care.
  • Supervises, delegates, and evaluates team members who work directly under title and performs other duties as assigned.
  • Establishes and implements standards which ensure safe and therapeutically nursing care of patients.
  • Develops and maintains an effective system of nursing records and reports. Maintains files on nurse licensure and reviews them periodically to ensure compliance requirements are met.
  • Ensures and approves annual review and/or revision of the nursing policies and procedures; maintains appropriate documentation of these activities.
  • Directs Nursing Performance Improvement activities and reviews the criteria, monitoring, evaluation and outcome of nursing care activities to achieve highest quality of care provided by the nursing staff.
  • Develops reports of nursing program quality assurance activities that are shared with appropriate supervisors.
  • Oversees the employees’ staff development program including orientation, in-service and continuing education; ensures that training is prioritized to enable employees to meet Health Center and patient needs.
  • Ensures that purchasing of goods and services, as well as negotiations with vendors, follow the appropriate procurement policies. Assists with cost containment programs and monitors the nursing staff’s utilization of goods and service including In-service Contracts, Linen Service, Medical Gases, etc.
  • Initiates, promotes and participates, when necessary, in studies and research.
  • Ensures that health center nursing program activities comply with existing certification standards of AAAHC/CMS and/or state nursing license requirements; submits necessary reports to the CMO.
  • Recommends the approval/disapproval of pay increases, overtime, and employee travel. Recommends awards or bonuses for personnel and changes in the position classification, subject to approval by higher-level management.
  • Signs and grants leave for subordinates while maintaining normal coverage of services.
  • Prepares formal performance appraisals for nursing staff.
  • Advises higher-level management in the Health Center on matters and management issues relating to the nursing program.
  • Sets priorities for the nursing department, alters nursing program direction and implements policy changes and procedures.
  • Ensures O.S.H.A. and C.L.I.A. certification and adherence to standards.
  • Coordinates patient care and treatment plans with Chief Medical Officer.
  • Assign and mentor the charge nurse on duty to promote long-term sustainability and growth within the organization
  • Delegates DoN duties to the charge nurse when not present on-site to ensure patient care is continuous without disruption.

  • MINIMUM MANDATORY QUALIFICATIONS:

    Education:

  • Current license or registration as a Registered Nurse in a State or Territory of the United States.

  • Experience:

  • Five (5) years demonstrated work experience as a Registered Nurse with at least two (2) of those years must be in a formal management/supervisory leadership capacity.

  • Certifications:

  • Must have a BLS at the time of hire.

  • Mandatory Knowledge, Skills, Abilities and Other Qualifications:

  • Knowledge and skills to provide care to all range of patient served.
  • Knowledge of the principles’ of growth and development over life span and possess the ability to assess data reflective of patient’s status and interpret patient information relative to his/her age specific needs. Ability to provide the care needed as described in the nursing department’s policies and procedures manual.
  • Knowledge of professional nursing theory and practices through completion of professional nursing education programs and supplemented by years of professional nursing experience which permits the incumbent to perform professional nursing duties with minimal supervision.
  • Knowledge of a wide variety of medical disorders, such as general surgery, orthopedic and gynecological; normal course of diseases anticipated complications and indicated therapeutic interventions.
  • Knowledge of clinical policies and procedures.
  • Knowledge of management principles to support planning, assigning work, and decision-making to ensure corporate compliance.
  • Knowledge of organization performances and behavioral skills; leadership quality and practices for administrative service in the areas of nursing care.
  • Skills in communicating and dealing with confrontational and disciplinary situations.
  • Public speaking skills when meeting with community members and patients.
  • Knowledge of current function, services, staffing and cost in an ambulatory care setting and inpatient care setting to accomplish operational plans.
  • Ability to effectively manage a group of employees.
  • Familiarity with the mandatory reporting requirements under the Indian Child Protection Act, with regards to suspected incidence of child abuse or child neglect.
  • Ability to perform essential duties, functions and responsibilities as listed above.
  • PREFERRED QUALIFICATIONS:

  • Ten (10) years of demonstrated work experience as a Registered Nurse and formal management/supervisory leadership.
  • Bilingual skills in English and the Keres native language.
  • Prior experience working with Indian Health Services (IHS), a Tribe or Tribal Organization.

  • WORK ENVIRONMENT:

    The work environment characteristics described here are representative of those an employee encounters while performing the primary functions of this job. Normal office conditions exist, and the noise level in the work environment can vary from low to moderate. This position may be exposed to certain health risks that are inherent when working within a health center facility.


    PHYSICAL DEMANDS:

    The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk and hear. There may be prolonged periods of sitting, keyboarding, reading, as well as driving or riding in transport vehicles. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include reading, distance, computer, and color vision. Talking and hearing are essential to communicate with patients, vendors and staff.


    MENTAL DEMANDS:

    There are a number of deadlines associated with this position. The employee must also multi-task and interact with a wider variety of people on various and, at times, complicated issues.
