As a Senior Health Informatics Standards and Interoperability Consultant, you will shape how complex clinical data is represented, standardized, exchanged, and reused across a large healthcare environment.
You will combine deep expertise in health informatics, ontology, terminology, interoperability standards, data integration, and information architecture.
The role will influence enterprise-wide semantic infrastructure, ensuring clinical information retains its meaning and remains reliable across systems and downstream analytical applications.
You will serve as a senior technical advisor connecting architecture and analysis teams with healthcare standards organizations and clinical stakeholders.
Working within a Scaled Agile Framework, you will provide technical direction for semantic models, integration designs, data models, and analytical information assets delivered through structured planning cycles.
You will also guide engineers, architects, analysts, and clinical stakeholders while establishing reusable standards, documentation, governance practices, and training resources.

• Develop and maintain semantic infrastructure for enterprise clinical data, including metadata, ontology standards, information models, reference data, value sets, terminology resources, and classification frameworks.
• Design, extend, and govern clinical ontologies and controlled vocabularies, establishing modeling conventions, hierarchies, post-coordination rules, and quality standards.
• Apply semantic interoperability principles to ensure clinical information can be exchanged and reused across systems without losing meaning.
• Develop, test, and validate mappings and crosswalks between local, national, and international clinical coding and terminology systems.
• Build and maintain knowledge management resources such as data dictionaries, knowledge bases, modeling guides, wikis, decision repositories, and reusable technical guidance.
• Provide expert oversight of healthcare integration standards and determine which standards should apply to specific exchange scenarios, resolving conflicting interpretations and setting technical direction.
• Guide implementation and validation of HL7 v2, C-CDA, FHIR, SNOMED CT, LOINC, RxNorm, CDISC, and related healthcare interoperability standards.
• Review interface specifications, conformance profiles, implementation guides, mappings, and technical deliverables to ensure alignment with applicable standards and healthcare requirements.
• Direct the design and oversight of data integration across clinical, administrative, and ancillary systems, including transformation, reconciliation, error handling, quality, completeness, and semantic fidelity.
• Oversee systems integration between enterprise health platforms and downstream consumers, evaluating interface engines, messaging patterns, APIs, dependencies, failure modes, and performance considerations.
• Lead logical and physical data modeling for health information assets, governing model conventions, keys, lineage, and structures that support both operational exchange and analytical use.
• Provide oversight of health data warehouse design and evolution, including source-to-target mappings, dimensional and normalized models, historization, and data quality controls.
• Perform high-level analysis of complex informatics, integration, and information management challenges, evaluating options according to cost, risk, technical feasibility, and mission impact.
• Serve as a liaison and advisor between architecture and analysis teams and standards organizations such as HL7, SNOMED International, and CDISC, monitoring standards developments and translating them into actionable program guidance.
• Provide expert scientific and medical informatics guidance to clinical subject matter experts, engineers, architects, analysts, and governance bodies.
• Lead training and knowledge-sharing initiatives that strengthen health standards expertise across technical and non-technical teams.
• Translate government-provided problem statements into epics, features, user stories, acceptance criteria, and non-functional requirements for semantic, integration, modeling, and data warehousing initiatives.
• Serve as the senior informatics and standards authority within interdisciplinary Agile teams, participating in stand-ups, iteration planning, quarterly Planning Interval planning, retrospectives, roadmap updates, and biweekly demonstrations.
• Produce information models, architecture diagrams, interface specifications, mapping documentation, data dictionaries, and other technical artifacts that support acceptance, auditability, governance, and reuse.
• Identify, document, and monitor risks related to data standards, terminology currency, integration, semantic integrity, and information quality.
• Maintain risk and issue registers and engage stakeholders across healthcare organizations, medical centers, technology teams, and partner groups to support adoption and change management.

Requirements:

• Master’s degree in health or biomedical informatics, information or computer science, library and information science, a clinical discipline, or a related field.
• At least 10 years of analysis and/or management experience in one or more health sciences disciplines.
• At least 5 years of experience applying ontology and semantic interoperability concepts to clinical or medical data classification and standardization.
• Demonstrated experience working with healthcare standards bodies or standards such as SNOMED CT, CDISC, HL7, and ASCO.
• Proven experience developing semantic infrastructure, including metadata, ontology standards, terminology tools, and knowledge management resources.
• Expert-level knowledge of healthcare integration standards and implementation practices, particularly HL7 v2, C-CDA, and FHIR.
• Broad experience across data integration, systems integration, data modeling, and data warehousing, with sufficient depth to provide strategic oversight rather than execution alone.
• Experience performing high-level analysis of complex healthcare information and informatics problems and developing defensible recommendations.
• Experience serving as a liaison or advisor between technical teams and healthcare standards organizations.
• Demonstrated ability to provide leadership, mentoring, and training in health standards to technical, clinical, and non-technical audiences.
• Experience working in Agile or Scaled Agile Framework environments, including backlog management and delivery tracking with Jira and/or Jira Align.
• Proficiency with Microsoft Office 365, including advanced Excel, with familiarity with Power BI and the Power Platform.
• Strong written and verbal communication skills, including the ability to brief technical, clinical, and executive stakeholders and produce decision-quality documentation.
• Strong analytical and critical-thinking abilities, with sound judgment when evaluating complex technical and healthcare information challenges.
• Ability to work independently, manage multiple concurrent priorities, and consistently deliver against fixed iteration and Planning Interval schedules.
• Ability to obtain and maintain a public trust clearance.
• Legal authorization to work in the United States is required.
• A doctoral-level degree such as a PhD, MD, DO, or PharmD is preferred.
• A clinical background in medicine, nursing, pharmacy, or an allied health discipline is advantageous.
• HL7 or SNOMED CT certification and active participation in standards workgroups, ballot cycles, or connectathons are preferred.
• Hands-on experience with terminology and ontology platforms such as Apelon DTS, Protégé, Snowstorm, Ontoserver, or TermSpace is highly desirable.
• Experience with interface engines and integration platforms such as Mirth Connect, Rhapsody, or InterSystems is beneficial.
• Experience with FHIR profiling, US Core, terminology services, and value set authoring or publication is preferred.
• Familiarity with IHE profiles, TEFCA, large-scale health information exchange, OMOP, i2b2, CDISC SDTM, or CDASH is advantageous.
• Direct experience within large government healthcare environments or with enterprise electronic health record and clinical data warehouse ecosystems is preferred.
• Experience with knowledge representation technologies such as RDF, OWL, and SPARQL is a plus.
• Experience supporting data governance, master data management, patient identity, or record matching in large healthcare environments is valuable.
• Demonstrated experience mentoring informaticists, architects, integration engineers, or other technical professionals is preferred.
