Position Information


Under the general direction of the Chief of Police, the Chief of Staff is directly responsible for supervising, managing, and coordinating the administrative operations of the Office of the Chief and associated Departmental skilled technical support functions for UCPD. The Chief of Staff directly supervises a wide range of administrative services and operational support activities, including executive support, accounting and payroll oversight, purchasing, budget-related processing, records administration, coordination of staff workflow, crime analysis reporting, property and evidence supervision, and IACLEA Accreditation management. The Chief of Staff functions as a key administrative advisor to Department leadership and is responsible for analyzing and interpreting policies, establishing and maintaining administrative procedures, monitoring internal controls, and ensuring accountability and stewardship of Departmental operational support, financial management, payroll reconciliation, and personnel matters. The position exercises independent supervisory responsibility over skilled technical support staff and/or assigned personnel, including managing workflow, setting expectations, monitoring performance, training staff, resolving operational conflict, evaluating the effectiveness of operations, and recommending performance improvement actions, as necessary to ensure efficient and effective service delivery. The Chief of Staff also serves as the Department’s IACLEA Accreditation Manager and leads accreditation and reaccreditation planning, compliance monitoring, standards implementation, policy coordination, documentation management, and assessment preparation. The Chief of Staff partners with Command Staff and functional unit leaders to ensure professional standard compliance, organizational accountability, continuous process improvement, and operational readiness.The full salary range for the Chief of Staff is $84,100 - $154,700 annually. However, the expected pay scale for this position is up to $120,000 annually. We base salary offers on a variety of considerations, such as education, years of licensure experience, and other business and organizational needs. Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable to sponsor or take over sponsorship of an employment Visa for staff.As a University employee, you will be required to comply with all applicable University policies and/or collective bargaining agreements, as may be amended from time to time. Federal, state, or local government directives may impose additional requirements.

Demonstrated experience supervising staff, directing workflow, managing administrative operations, monitoring quality and quantity of work, and ensuring accountability for Department resources. Required
Experience with budget administration, payroll oversight, purchasing, financial processing, internal controls, and administrative resource management. Required
Experience with policy interpretation, process improvement, and implementation of Departmental procedures and operational controls. Required
Experience with access to, interpretation of, and data entry in a law enforcement Computer Aided Dispatch / Records Management System (CAD/RMS). Preferred
Experience managing accreditation, compliance, policy administration, inspection, or audit-related functions, preferably in a law enforcement or public safety setting. Preferred
Experience in crime analysis, crime mapping, property and evidence administration, or related law enforcement support functions. Preferred
Previous supervisory/managerial experience. Preferred

Minimum Requirements
Solid knowledge of the organization's processes, protocols and procedures with a focus on budget, account and fund management and/or personnel management within labor contract(s) and personnel policy.
Solid knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
Demonstrated skills in employee supervision and HR administration.
Solid knowledge of common organization-specific and other computer application programs.
Solid organizational and customer service skills to effectively manage multiple priorities.
Solid interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising, and counseling to effectively motivate others.

Solid knowledge of administrative operations, including payroll, purchasing, budget tracking, financial processes, records administration, internal controls, and office management practices.
Ability to interpret, apply, and communicate organizational policies, procedures, rules, and regulations, and to develop recommendations for administrative and operational improvements.
Demonstrated ability to exercise sound judgment, discretion, professionalism, and diplomacy in handling highly sensitive and confidential information.
Excellent interpersonal, advising, and relationship-management skills to develop and maintain effective working relationships with leadership, staff, University partners, outside agencies, and members of the public.
Strong analytical and problem-solving skills, including the ability to evaluate complex issues, identify alternatives, and implement effective and policy-compliant solutions
Expertise using spreadsheet applications, word-processing software, database systems, presentation software, and organization-specific administrative systems.
Ability to prepare and deliver presentations, briefings, and training to Department staff, leadership, and community stakeholders.
Ability to work independently while also providing effective supervision, coordination, and collaboration across functions and organizational levels. Demonstrated flexibility and adaptability in adjusting priorities, assignments, and operational approaches to meet evolving Departmental goals and service demands.
Working knowledge and understanding of the criminal and civil judicial systems.
Preferred Qualifications
Knowledge and understanding of the reporting requirements and crime categories of the Jeanne Clery Act.
Working knowledge of crime analysis and mapping systems.
Knowledge of accreditation principles, compliance documentation practices, policy review processes, assessment preparation, and continuous improvement standards, preferably related to IACLEA or comparable public safety accreditation frameworks.
