About This Position

This FLSA non-exempt position administers the payroll function for the Police Department under the direction of the Police Chief. The individual prepares, processes, maintains, and submits all documentation related to payroll for the employees in the Police Department.

This job description is an overview and is intended to describe the general nature and level of work being performed. It is not intended to be an exhaustive list of all the functions and tasks required of the position.

ESSENTIAL FUNCTIONS:
  • Verifies payroll data related to hours worked, overtime, shift differential, step up pay, leave without pay, and other related payroll information
  • Prepare all paperwork for Finance to bill our special events and our grant funds such as task forces and BATTLE
  • Prepares various reports to include compensatory time, overtime, worker compensation, and seniority
  • Verify and process leave requests for vacation, personal holidays, injury, and other leave
  • Prepares monthly evaluation forms for probationary employees, transfers, and promotions
  • Prepares, processes, coordinates, and maintains all paperwork related to the payroll process for the Police Department
  • Completes workers’ comp paperwork for all work-related injuries.

IMPORTANT FUNCTIONS:
May perform other duties as assigned, of similar classifications of an equal or lower pay grade

PHYSICAL REQUIREMENTS:
The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
  • Must have ability to lift and move files and supplies weighing up to 30 pounds
  • Work is sedentary and done in a seated position, but requires frequent moving about, standing, bending, kneeling, reaching, or stooping to perform filing
  • Position requires the ability to input large amounts of data using repetitive motion on a frequent and prolonged basis
  • The incumbent must be able to hear all communication from customers and employees by telephone or in person, and use vision to work with written documents, forms, and to respond to employees and customers

  • Thorough knowledge of the City’s payroll system
  • Knowledge of both the P.A.G.E. and I.B.P.O. collective bargaining agreements
  • Excellent organizational skills, must be able to effectively coordinate the preparation and maintenance of all information related to payroll for all Police Department employees
  • Excellent verbal and written communication skills
  • Ability to relate to employees and effectively explain employee accumulations of leave, benefits, and union contract information
  • Skilled at operating a personal computer, to include the use of Microsoft Word and Excel, to prepare and maintain payroll records
  • Ability to perform arithmetic computations accurately and quickly
  • Ability to successfully work with and provide good customer service to supervisors, other City employees, the public, and other agencies and organizations
  • Ability to handle stress in order to meet deadlines while dealing with frequent interruptions
  • Ability to perform all the job duties in a safe manner
  • Knowledge of FMLA and workers compensation claims

In addition to the knowledge, skills and abilities listed above, this position requires:
  • A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
    • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
    • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license

Additionally, qualified candidates must meet one of the following requirements:
  • One (1) year of related payroll experience and at least a bachelor’s degree from an accredited institution of higher education
  • At least 60 semester hours of post high school coursework at an accredited institution of higher education and at least two (2) years of related payroll experience
  • At least 30 semester hours of course work at an accredited institution of higher education and at least three (3) years of related payroll experience
  • At least six (6) years of related payroll experience, which must include a minimum of three (3) years experience as an Office Assistant or work in a similar position with the City of Pueblo and a high school diploma or GED

SPECIAL CONDITIONS OF EMPLOYMENT:
The duties in this classification are primarily performed indoors, in a comfortable office environment. The incumbent must demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations in the office when needed. The individual will be frequently exposed to periods of demanding activity and high mental stress. Incumbents must be willing to work additional hours or overtime if required. The position requires a great deal of interpersonal communication with City employees, the public, and outside agencies.

All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.

Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
