About This Position

The HR Generalist (HRG) provides professional, timely, and accurate HR services to managers and employees within KenCCID. The HRG is responsible for ensuring adherence to KenCCID’s Collective Bargaining Agreement (CBA), KenCCID policies and ensuring compliance with all federal, state, and local laws and regulations (including 55 Pa. Code § 6100 and § 6400, (“Regulations”) applicable to the HR function. The HRG handles union grievances and conducts internal HR investigations in a fair and professional manner. The HRG ensures that all employees are well informed of KenCCID policies. This professional maintains a high level of confidentially with regard to all employee information including personal information and compensation.

The HRG position is a full-time exempt, salaried position, with all work performed in KenCCID’s headquarters. This position reports to the HR Manager and works collaboratively with the HR team, providing support and backup to the HR Recruiter, the Training Manager, the HR Manager and the Receptionist. Some travel to KenCCID’s community homes is required. Like all KenCCID positions, the HRG is a mandatory reporter for any and all incidents involving abuse, neglect, exploitation or rights violations for KenCCID’s consumers (“Individuals”), and must protect the health and safety of Individuals at all times.

Core Responsibilities

• Serves as a primary resource to managers on all employee relations matters, including discipline, retention and termination.

• Develops and manages the employee performance evaluation process

• Collaborates with supervisors and management on handling performance problems, drafting and/or issuing discipline, documenting performance concerns, and other personnel issues.

• Monitors overall agency staffing and develops, drafts, and disseminates warning letters for employees who do not work assigned hours

• Responds to employee complaints related to KenCCID’s workplace practices, equal opportunity laws, and facilitates leaves and accommodation requests.

• Ensures personnel files are compliant with the Regulations, and conducts periodic file audits in the course of KenCCID’s self-assessment, or as needed.

• In compliance with KenCCID’s open-door policy, the HRG is available at the administrative office on a daily basis to provide management support and to address walk-in inquiries, complaints or other HR matters.

Other HR Responsibilities

• Prepares monthly report for HR director on transfers, retention, resignations, terminations and benefits eligibility.

• Serves as primary point of contact with employees on HR issues; answers employee questions and addresses employee concerns with the company; including employee safety and welfare

• Contributes to HR related projects, such as recruiting, training and conferences

• Assists HR Manager in creating and updating job descriptions for all KenCCID employees

• Maintains human resources records by recording transfers, terminations, merit increases,

• Serves as principal point of contact for unemployment issues

• Collaborates with unemployment carrier to provide and share information

• Collaborates with legal counsel on legal issues as needed.

• Completes and files EEO-1 report annually

• Responds to requests for employee verification

• Documents human resources actions by completing forms, reports, logs, and records

• Establishes and organizes the maintenance of HR department records, ensuring complete accuracy and confidentiality

Minimum Education and Experience Requirements

• Comprehensive knowledge of the ADA, FMLA, Title VII of the Civil Rights Act, ADEA, ACA, and other labor laws. Must be able to learn and understand the Regulations within the first sixty days of employment.

• Bachelor's degree, Masters preferred

• SHRM-CP or PHR certification preferred.

• 4-6 years HR Generalist experience.

• Deep understanding of how to apply applicable labor laws to ensure ongoing compliance and equal treatment.

• Efficient HR administration and people management skills.

• Excellent record keeping skills.

• Extensive knowledge of HR functions and best practices

• Computer literacy with capability in email, MS Office and related HR software, including ADP Workforce Now, ability to learn new software easily.

• Excellent written and verbal communication skills with proficiency in English.

• Proficiency in Adobe Captivate and Adobe Audition a plus.

• Valid driver’s license.

· Must be able to drive a car.

· Must be able to lift 25 pounds, and bend or kneel to access or move physical files.

· Must be able to patiently communicate with Individuals in the course of carrying out job duties.

Working Conditions

· Work is performed in an office environment that requires the HRG to be available for walk-ins on a consistent basis; this not a remote or hybrid position

· Occasional travel to various KenCCID sites in the Philadelphia area.

· Ability to work both independently and collaboratively as part of a team.

· Schedule may change due to business needs and may include evening and weekend hours

· May be exposed to various medical conditions and communicable diseases

· Must be willing to work in an environment that is occasionally loud and boisterous, with occasional profanity
