We are looking for a Senior Project Lead.
Overview
The Senior Project Lead serves as a shared resource supporting an Office of the Secretary of Defense/War (OSD/W) client. This individual is accountable for overseeing and ensuring the successful performance of all contract work, ensuring effective management of overall operations, seamless communication with the Government, and minimal turnover of essential personnel. The Senior Project Lead is responsible for providing senior technical, financial, analytical, and management support, as well as expert-level written and verbal communications for audiences including senior government officials, congressional staff, and combatant commands.

Overview
- Skill Level: Senior; Extensive experience (8+ years DoD/OSD PPBE; 5+ years application/database development; leadership skills; strong technical, business, analytical, and communication abilities)
- Location: Pentagon, Arlington, VA – required to report to the Pentagon five days a week
- Security Clearance: Active DoD Secret Clearance required + Top Secret/SCI may be required based on mission needs

This individual is accountable for overseeing and ensuring the successful performance of all contract work, ensuring effective management of overall operations, seamless communication with the Government, and minimal turnover of essential personnel. The Senior Project Lead is responsible for providing senior technical, financial, analytical, and management support, as well as expert-level written and verbal communications for audiences including senior government officials, congressional staff, and combatant commands.
Essential Duties & Responsibilities
- Oversee all contract activities and ensure successful execution and compliance with the Performance Work Statement (PWS).
- Act as the primary point of contact between contractor staff, OSD/W client, and other government representatives.
- Lead and support generation of high-quality written deliverables and oral presentations for senior-level audiences.
- Provide senior-level technical, financial, and analytical guidance supporting OSD/W client operational and strategic objectives.
- Adapt and respond quickly to high-tempo, dynamic senior-level headquarters operations.
- Maintain comprehensive knowledge of OSD/W client organizations, systems, and priorities.
- Manage, direct, and coordinate contractor staff, ensuring optimal coverage and continuity.
- Minimize turnover of essential personnel.
- Designate an alternate to act in the Project Lead’s absence.
- Active DoD Secret Clearance.
- Bachelor’s degree from an accredited college or university. (Degree may be waived for significant, recent, and relevant experience.)
- 8 years’ experience with DoD/OSD or Military Department Headquarters programs and the Planning, Programming, Budgeting, and Execution (PPBE) process.
- 5 years’ experience with application development, relational databases, website development and user support.
- Experience with Defense Agency Initiative (DAI) including OBIEE, Hyperion, WAWF, G-Invoicing, and Dormant Account Review-Quarterly (DAR-Q).
- Excellent analytical, problem-solving, and communication skills (oral and written).
- Knowledge and experience with RAID and CAC processes preferred.
- Experience with OSD-level financials and processes preferred.
- Bachelor’s degree in science, technology, or a related field.
- Experience working at ODS, OUSD, or Military Department Headquarters.
- Project Management Professional (PMP) – Project Management Institute (PMI)
- Defense Acquisition Workforce Improvement Act (DAWIA) Certification – Level III in Program Management or Financial Management (as appropriate)
- Certified Defense Financial Manager (CDFM) – American Society of Military Comptrollers
- ITIL Foundation or Lean Six Sigma (Green Belt or above)
