- Lead analysis and enhancement of complex financial business processes within federal financial systems, ensuring alignment with policy, compliance, and operational requirements.
- Elicit, document, and manage business requirements, user stories, acceptance criteria, and functional specifications across Agile delivery environments.
- Analyze upstream and downstream data flows to ensure accuracy, integrity, and consistency across integrated financial and operational systems.
- Support testing activities including unit testing, system integration testing (SIT), and user acceptance testing (UAT), while assisting in defect triage and resolution planning.
- Develop and maintain standard operating procedures, process documentation, and system guides to support compliance with federal financial regulations.
- Produce reports and analysis to support audit readiness, internal controls, performance monitoring, and executive decision-making.
- Collaborate with developers, product owners, and stakeholders to translate business requirements into technical solutions and system enhancements.
- Assist in the creation of training materials, user guides, and communication resources to support system adoption and user enablement.
- Identify opportunities for process improvement and contribute to re-engineering initiatives across financial workflows and systems.
- Apply Agile and SAFe methodologies to improve delivery efficiency and ensure alignment with project objectives.
- Bachelor’s degree in Finance, Accounting, Information Systems, Computer Science, or a related discipline, or equivalent experience (additional experience may substitute for education).
- 10+ years of experience in financial business analysis, accounting systems, or related analytical roles, preferably within federal or public-sector environments.
- Strong experience with financial systems such as CGI Momentum or similar enterprise financial platforms.
- Proven ability to work on high-visibility federal programs with complex operational and regulatory requirements.
- Strong understanding of accounting data, financial workflows, and system integration concepts.
- Experience working in Agile environments, including writing user stories and collaborating with technical development teams.
- Ability to independently manage complex assignments with minimal supervision and strong decision-making capability.
- Excellent written and verbal communication skills, with the ability to produce clear documentation and facilitate stakeholder alignment.
- Strong analytical, problem-solving, and critical thinking skills with high attention to detail and accuracy.
- Proficiency in Microsoft Office Suite and experience producing professional-level reports and documentation.
- Ability to obtain and maintain a Moderate Background Investigation (MBI) clearance.
- Competitive salary range from $115,546 to $130,875 depending on experience, qualifications, and location.
