Position Information:
BreakForth Solutions is seeking a Senior CUI Program Manager to support the Department’s Controlled Unclassified Information (CUI) Program within our federal client’s office. The candidate will provide program management, policy, governance, implementation, and advisory support for Department-wide CUI initiatives. This role supports enterprise CUI governance efforts through policy analysis, program implementation, executive communications, stakeholder coordination, training development, and interagency engagement. The ideal candidate will possess strong analytical, writing, coordination, and program management capabilities within a federal information security or governance environment.
Essential Functions
This role will be responsible for performing tasks such as but not limited to:
- Work on-site five days a week inclusive of travel individually or as a member of a team to the other federal agency locations and other government agency locations within the Washington, DC metropolitan area.
- Support Department-wide CUI program management, implementation, and governance activities in accordance with Executive Order 13556 and 32 CFR Part 2002.
- Assisting in evaluating requirements associated with the creation, processing, handling, safeguarding, dissemination, self-inspections, and destruction of Controlled Unclassified Information (CUI).
- Research, analyze, and assist in drafting or updating CUI-related policies, directives, appendices, implementation guidance, memoranda, manuals, standard operating procedures, and marking guidance.
- Assisting in reviewing Department policies and directives for alignment with the National CUI Registry and applicable federal regulations.
- Support revisions and updates to federal agency orders and related CUI governance documentation.
- Assisting in identifying and documenting Department-specific CUI categories, subcategories, and associated safeguarding or dissemination requirements.
- Prepare executive-level briefing materials, white papers, reports, meeting summaries, talking points, status updates, and implementation plans.
- Coordinate and support Department-wide CUI Working Group meetings, Office Hours sessions, and stakeholder engagements.
- Engage and coordinate with internal Department stakeholders and external federal partners, and other federal entities regarding CUI policy and implementation activities.
- Support CUI program analysis, planning, implementation tracking, and strategic initiatives.
- Prepare and maintain CUI awareness and training materials, including presentations, scripts, visual aids, handouts, and communications products.
- Respond to CUI inquiries and provide guidance regarding markings, safeguarding, dissemination, decontrol, and implementation requirements.
- Support the establishment and operation of processes for reporting and remediating incidents involving CUI.
- Assist in preparing annual reports, implementation status reports, data calls, and executive summaries related to Department CUI activities.
- Track program actions, deliverables, milestones, and implementation activities to support leadership priorities.
- Provide analytical and advisory support to senior leadership regarding CUI policy, governance, implementation, and compliance activities.
Education/Skills/Experience Requirements:
- Minimum Education: Information Security, Public Administration, Government, Policy, Criminal Justice, National Security Studies, Communications, or related field.
- Minimum Experience:7 years of relevant experience supporting federal security, governance, compliance, policy, or information management programs.
- Education/Experience Equivalent: Associate’s degree +9years relevant experience or HS +11years relevant experience.
- Experience supporting Controlled Unclassified Information (CUI) programs, information security programs, or related federal compliance/governance initiatives.
- Demonstrated experience supporting policy analysis, program implementation, governance activities, or executive-level advisory support within a federal environment.
- Experience interpreting and applying Executive Order 13556 and/or 32 CFR Part 2002.
- Experience drafting and editing executive-level reports, policy documents, briefings, memoranda, implementation guidance, or governance materials.
- Experience coordinating with senior federal stakeholders and interagency partners.
- Experience supporting interagency working groups or governance bodies.
- Experience developing or delivering training and awareness materials.
- Experience supporting policy implementation, regulatory review, or compliance monitoring activities.
- Strong analytical, organizational, and problem-solving skills.
- Exceptional written and verbal communication skills.
- Ability to manage multiple priorities and support high-visibility initiatives.
- Ability to work independently and exercise sound judgment when handling sensitive information.
- TS/SCI eligibility.
Desired Knowledge/Skills
- Experience supporting DOJ, IC, law enforcement, or national security organizations
- Familiarity with National Archives and Records Administration (NARA) / ISOO guidance and processes
- PMP or other relevant program/project management certifications
