Position Summary
The Multi-Site Senior Affordable Property Manager is responsible for overseeing the operational, financial, compliance, and team performance of multiple affordable housing communities throughout the Portland Metro area. This role ensures assigned properties operate efficiently, remain in full regulatory compliance, achieve occupancy and financial goals, and provide high-quality housing experiences for residents.
The ideal candidate is an experienced affordable housing professional with strong knowledge of Oregon landlord-tenant law, Fair Housing regulations, affordable housing compliance programs, team leadership, budgeting, and resident relations. This individual must possess the ability to lead multiple site teams while balancing operational excellence, regulatory requirements, and strong customer service.
Essential Duties & ResponsibilitiesProperty & Portfolio Operations- Oversee daily operations of multiple affordable housing communities throughout Oregon.
- Ensure properties are maintained to company standards, regulatory requirements, and ownership expectations.
- Conduct regular site visits and inspections to evaluate curb appeal, maintenance standards, safety compliance, leasing performance, and resident satisfaction.
- Monitor occupancy trends, leasing activity, delinquency, resident retention, and overall asset performance.
- Develop operational strategies to improve financial performance and operational efficiency.
- Maintain working knowledge of applicable local, state, and federal housing laws, including:
- Oregon Landlord-Tenant Law
- Fair Housing regulations
- HUD programs
- Low-Income Housing Tax Credit (LIHTC)
- Rural Housing
- Tax-Exempt Bond properties
- HOME and other affordable housing programs
- Ensure timely and accurate certifications, recertifications, file audits, and reporting requirements.
- Prepare properties for agency audits, investor reviews, REAC inspections, and compliance monitoring.
- Collaborate with compliance departments and ownership groups to address findings and implement corrective action plans.
- Assist in developing annual property operating budgets.
- Monitor monthly financial statements, budget variances, and property performance metrics.
- Manage expenses while maximizing occupancy and revenue goals.
- Oversee rent collections, delinquency management, and bad debt reduction strategies.
- Approve invoices, purchase orders, and expenditures within authorization guidelines.
- Supervise, mentor, and support on-site management teams across multiple communities.
- Foster a culture of accountability, professionalism, inclusion, and resident-focused service.
- Participate in hiring, onboarding, training, coaching, and performance management of team members.
- Promote employee engagement, retention, and professional development.
- Ensure high-quality customer service and positive resident experiences.
- Address escalated resident concerns and resolve conflicts professionally and effectively.
- Support community-building initiatives, resident services, and partnerships with local organizations and service providers.
- Encourage housing stability and positive community engagement.
- Partner with maintenance teams to ensure timely completion of work orders, unit turns, preventative maintenance, and capital projects.
- Monitor vendor performance and service contracts.
- Ensure compliance with safety standards, risk management policies, and emergency procedures.
- Prepare operational and financial reports for leadership and ownership.
- Maintain accurate property records and documentation.
- Utilize property management software and reporting systems effectively.
- Ensure compliance with all company policies and procedures.
Minimum Qualifications
- High school diploma or equivalent required.
- Minimum of three (3) years of experience in housing and/or property management.
- Minimum of five (5) years of experience managing multi-family housing communities.
- Experience generating property budgets and managing affordable housing developments, including:
- HUD
- Low Income Housing Tax Credits (LIHTC)
- Rural Housing
- Tax-Exempt Bond properties
- Working knowledge of applicable local and federal housing laws, including Fair Housing and Oregon landlord-tenant laws.
- Ability to legally operate a motor vehicle and maintain a valid driver’s license.
- Proficient in Microsoft Office Suite, including Outlook, Word, Excel, and Teams.
- Ability to comprehend and communicate effectively in the English language, both verbally and in writing.
- Professional certification in affordable property management.
- Exposure to and familiarity with community organizing, resident services, and supportive housing programs.
- Experience with property management software such as AppFolio, Yardi, RealPage, or similar platforms.
- Bachelor’s degree in Business, Real Estate, Property Management, or related field preferred.

The pay range for this role is:
80,000 - 85,000 USD per year(Meritus Property Group)
