Job Description:
The City of Chesapeake is seeking an IT Systems Analyst to support the City’s enterprise financial applications, including PeopleSoft Financials. The IT Systems Analyst provides both technical and functional application support while contributing to troubleshooting, system enhancements, reporting, integrations, workflows, upgrades, testing, and other technology projects.

The ideal candidate for the IT Systems Analyst position will have experience supporting business or enterprise applications, strong analytical and problem solving skills, and the ability to collaborate effectively with both technical staff and business users. Experience with ERP systems, financial applications, SQL, reporting, application support, or related technologies is highly desirable.

Key Responsibilities:
  • Provide daily support for PeopleSoft Financials and related applications.
  • Troubleshoot issues involving applications, configuration, workflows, security, reporting, and user access.
  • Analyze business requirements and recommend appropriate system solutions.
  • Assist with the configuration and maintenance of PeopleSoft Financials modules, including Accounts Payable, General Ledger, Purchasing, Commitment Control, Asset Management, Project Costing, and related functionality.
  • Develop and maintain PeopleSoft queries, reports, and other reporting solutions.
  • Assist with the development and maintenance of SQL queries and SSRS reports.
  • Support PeopleSoft workflows, approval processes, interfaces, and integrations.
  • Assist with PeopleSoft Update Manager (PUM), PeopleTools upgrades, patches, fixes, and application maintenance.
  • Participate in system testing, including unit testing, regression testing, user acceptance testing, and post implementation validation.
  • Investigate production issues, identify root causes, and coordinate resolutions with internal technical teams and external vendors.
  • Provide technical assistance and training to end users as needed.
  • Participate in application projects, system implementations, enhancements, and process improvement initiatives.
  • Follow established procedures for change management, testing, documentation, and production implementation.
  • Perform other related duties as assigned.

Required Qualifications:
VOCATIONAL/EDUCATIONAL REQUIREMENT: Requires any combination of education and experience equivalent to a bachelor’s degree in computer science or a closely related field.

EXPERIENCE REQUIREMENTS: In addition to satisfying the vocational/education standards, this class requires a minimum of two years of full-time equivalent experience.

SPECIAL CERTIFICATIONS AND LICENSES: Requires a valid driver’s license and a driving record that is in compliance with City Driving Standards. As applicable Information Technology based positions must meet requirements specified in Criminal Justice Information System (CJIS) policy for access to the Virginia Criminal Information Network (VCIN).

SPECIAL REQUIREMENTS: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.


Preferred Qualifications:
  • Two (2) or more years of technical experience supporting PeopleSoft Financials or other enterprise ERP systems.
  • Experience troubleshooting applications, system, user access, workflow, or integration issues.
  • Experience gathering business requirements and working with users to identify and implement system solutions.
  • Experience writing, troubleshooting, and analyzing SQL queries.
  • Experience with reporting tools such as PeopleSoft Query, SSRS, or similar reporting solutions.
  • Experience participating in system upgrades, patches, testing, implementations, or application enhancement projects.
  • Experience creating technical documentation, procedures, and support materials.
  • Knowledge of financial business processes such as Accounts Payable, General Ledger, Purchasing, Budgeting, or Asset Management.
  • Excellent customer service, communication, and collaboration skills with both technical and non-technical stakeholders.
  • Local government experience supporting enterprise financial systems is preferred.

As such, and in compliance with federal regulations and guidelines, City of Chesapeake Information Technology staff and contractors must receive a Criminal Justice Information Systems (CJIS) criminal background clearance and may require a Prison Rape Elimination Act (PREA) criminal background clearance prior to employment and annually thereafter while employed or under contract with the City of Chesapeake. Automatic disqualifiers related to the CJIS and PREA criminal background checks apply, including but not limited to, US Citizenship and/or minimum ten (10) years US Residency requirements.
