Job Description

Position title: Technical Advisor II, Supply Chain EMPOWER RAPID

Location: United States | (Remote)
Qualifications:

Basic Qualifications

  • Bachelor's degree in supply chain management, logistics, procurement, business administration, international development, humanitarian assistance, or a related field.
  • Minimum of eight years of progressively responsible experience in humanitarian supply chain, procurement, logistics, warehousing, inventory management, or emergency operations, including experience in complex or rapid-onset responses.
  • Demonstrated experience developing practical supply chain readiness tools, such as relief item and kit specifications, costing matrices, vendor databases, prequalification files, open contracts (indefinite quantity/framework), procurement plan and tracker, pipeline and distribution plans, warehouse or inventory tools, manuals and procedures, and readiness checklists.
  • Demonstrated experience conducting market and supplier assessments, vendor due diligence, logistics analysis, and cost verification in multiple operational contexts.
  • Experience supporting local partners through technical accompaniment, coaching, capacity strengthening, and participatory action planning.

Preferred Qualifications

  • Master’s degree in in supply chain management, logistics, procurement, business administration, international development, humanitarian assistance, or a related field.
  • Experience with cash and voucher assistance and Financial Service Provider mapping, assessment, contracting, and activation protocols.
  • Knowledge of humanitarian procurement, donor compliance, safeguarding, accountability, protection, and data-protection considerations relevant to emergency supply chains.
  • Experience with remote-area, cross-border, customs, port, or multi-modal logistics.
  • Experience working with Caritas organizations, faith-based partners, or other local humanitarian actors.
  • Experience working across multiple countries or dispersed geographic areas. Experience in South America is strongly preferred.
