GDIT is seeking a Production Manager to serve as primary interface with our customer in managing production and quality output and consistency in the performance of extraction processing services.
Job Description:
In its efforts to continue moving to a more paperless processing environment, the Government is considering extracting and converting records currently housed in record storage facilities (e.g., National Archives and Records Administration (NARA), Federal Records Centers (FRC), Department of Defense (DoD) managed record facilities, or other Government facilities housing official records). We are required to deploy resources to designated Government facilities to retrieve, pack, track, and ship source materials to the Contractor's facility for processing.
More specifically, you will oversee our subcontractor taking receipt of source materials, creation of VBMS Manifests/Document Control Sheets, creating a shipment, updating VBMS Manifest/DCSs, boxing and shipping, file and record exception processing.
You will review sub-contractor production quantity, turnaround times and quality measurements daily, as well as becoming the first line of defense to resolve issues, production deviations and provide direction to the subcontractor's extraction and digitization processing team at this facility / location.
Daily situational reports will be forwarded to the GDIT Operations Manager. You will continuously monitor extraction and scanning processing operations metrics to identify improvement areas and anticipate any factors (internal or external) that could negatively affect output and quality. As such, you will review and support risk analysis and mitigation strategies on a weekly basis to maintain maximum operational capacity.
To meet the quantitative metrics for each program Service Level Requirement (SLR) that GDIT is responsible for, you will meet weekly with the GDIT Quality Manager and Extraction Processing Partner Quality Manager to review trends and deviations.
You will also track performance data and maintain trend analysis to identify threshold variances, anomalies, patterns for continuous improvement purposes for extraction processing services in the St. Louis facility.
You will develop a plan for working off any backlogs and work with the Operations Manager and Program Manager to implement.
You will support the partner's establishment of and GDIT's establishment of standard operating procedures for handling, securing, storing, accounting, and digitization for historical government military personnel records and other government records while under GDIT control.
You will interface with Veterans Administration client stakeholders, including the COR and VA Privacy Officers, and are expected to document and resolve any issues that arise from day-to-day extraction and digitization processing operations which may include more than one shift per day.
You will be responsible for answering government inquiries that include locating high priority records that affect one or more Veteran's benefits.
Further, the ability to perform detailed root cause analysis and to effectively communicate steps for remediation is paramount in the candidate performing their duties. In addition, the candidate will provide oral and written discussion of analytical findings using narrative and graphic forms.

The likely salary range for this position is $102,000 - $138,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.

RESPONSIBILITIES:
- Serving as the primary customer interface for Veterans Affairs and subcontractor personnel at this facility / location where extraction and digitization processing is taking place
- Resolving local issues affecting operations and overall extraction and digitization processing
- Identifying and understanding the specific conversion rules affecting each document type being digitally converted for VA's use
- Ensuring personnel are thoroughly training on associated processes and procedures including proper use of the Source Material Tracking System (SMTS)
- Escalating issues that cannot be resolved locally including security, production issues, and external factors
- Monitoring and reporting of daily production metrics and quality measurement, i.e., situation reports
- Generating trend analysis of production metrics and quality measurements for weekly review
- Interfacing with the subcontractor daily to provide direction and to capture production operations issues
- Identifying and escalating any issues negatively affecting the extraction and digitization processing of government personnel records in terms of quantity or quality
- Performing root cause analysis of issues affecting extraction and digitization processing and preparing after action reports to document steps for remediation and process improvement
- Open and document internal service tickets that affect extraction and digitization processing operations
- Establishing standard operating procedures for on-site extraction and digitization processing support and apply updates as required
- Reviewing the physical production facility daily - reviewing custodial controls of government records and physical plant operations, workstations conditions and overall tidiness of plant operations
- Total control of waste material in the facility under GDIT control
- Manages the day-to-day operations of tasks in assigned program areas including technical work, staff supervision, financial and business development activities
- Supervises the work of assigned business unit staff members
Aligns teams, sets goals, executes initiatives, and improves processes for the specific business units - Analyzes and provides guidance on the current processes and workflows to help the organization run efficiently and effectively

QUALIFICATIONS
Required Skills and Experience:
- Bachelor's Degree or equivalent and 7+ years of experience overseeing custodial control of vendor / government records
- 7+ years of progressive experience with managing quality metrics to support program compliance where service level agreements or service level requirements exist
- 7+ years of experience identifying risks and mitigation, and performing root cause analysis to diagnose issues affecting production goals, capacity, and quality
- 7+ years working in either an automated or factory-floor environment with direct hands-on experience reviewing production goals and quality
Desired Skills and Experience:
- Experience with extraction and digitization processing operations
- Demonstrate knowledge for continuous improvement of operations
- Demonstrate skills and expertise to generate reports and presentations, and provide oral presentation thereof
- Excellent written and verbal communication and teamwork skills
- Previous Department of Veterans Affairs experience
- Active/Ability to Obtain VA access including assigned CAG and PIV
