Job Description

The City of Eustis is seeking a trustworthy, responsible individual who, under general supervision, performs highly specialized and responsible administrative work implementing and managing programs and projects that support the City’s Redevelopment Plan and Economic Development goals. The employee works with considerable independence and is expected to exercise sound judgment and initiative. Work requires the exercise of independent judgment within established policies and procedures. Work is evaluated through oral and written reports, observations, and results obtained.

Supervision Received: Economic Development Director
  • Implements strategies to enhance community redevelopment and growth;
  • Builds and maintains relationships and businesses within the CRA;
  • Develops and maintains partnerships with stakeholders, including community leaders, Chamber of Commerce, businesses, and local organizations;
  • Completes CRA annual report;
  • Identifies opportunities to secure resources, including grants that support community development initiatives;
  • Ensures CRA Redevelopment Plan is up-to-date;
  • Implements business recruitment strategies to maintain a vibrant downtown;
  • Engages residents to ensure their concerns and ideas are incorporated into community plans;
  • Analyzes data and trends to inform broader economic development decision-making;
  • Maintains up-to-date knowledge of developments in the field of community development and redevelopment;
  • Presents reports and presentations before CRA Board, City Commission, and advisory boards;
  • Responds to CRA resident and business queries;
  • Identifies problems or concerns; addresses issues within the scope of authority;
  • Makes recommendations for the development or expansion of CRA services;
  • Identifies areas within the CRA needing repairs or improvements;
  • Manages CRA projects and initiatives;
  • Assists in managing CRA grant and incentive programs;
  • Assists in managing CRA development agreements;
  • Performs other related duties, as required.
Other Job Functions:
  • Assists the City in the preparation for and aftermath of a major emergency such as a hurricane or other storm or disaster, as needed

Knowledge, Abilities and Skills:
Knowledge of principles and practices of project management, marketing, relationship building, and community redevelopment; knowledge of City Ordinances, state, and federal laws about community development agencies; knowledge of federal and state grants, loans, and other public and private financing alternatives; knowledge of business development, feasibility analysis, real estate investment, and land development;

Skilled in performance measurement, budget preparation, negotiating methods, and community outreach; skilled in record keeping, report preparation, and filing methods; skilled in organization and time management; skilled in reviewing consultant proposals and drafting redevelopment agreements.
Ability to recognize challenges and issues impacting local businesses; ability to work as part of a team and resolve challenges; ability to effectively communicate both verbally and in writing; ability to establish and maintain working relationships; ability to speak to the public and give presentations.

Minimum Qualifications:
Bachelor's Degree in Business or Public Administration, Planning, Finance, Real Estate Development, Economic Development, or related field, and three (3) years of professional-level experience managing multiple redevelopment projects, or a redevelopment main street or downtown improvement district. Experience working directly in local/state governmental economic development is desired; or an equivalent combination of education, training, and experience may be considered. A valid Florida Driver's License with an acceptable driving record is required.

Working Hours:

Monday through Friday, 8:00 a.m. to 5:00 p.m.


Physical Demands:
This is primarily sedentary work with some periods of moderate physical effort. Requires sitting for long periods of time; walking short distances; bending and reaching; good finger/hand dexterity and hand/eye coordination; good eyesight, hearing, and speech; occasional lifting up to 35 pounds and occasional carrying/pushing/pulling up to 35 pounds.

Salary Information:

$57,967.38 - $87,042.23 annually; EXCELLENT benefits (Note: See Benefits Tab for more information). Following a thorough background investigation, including a criminal history and driver’s license check, the candidate will be given a conditional offer of employment.
